TnE depression in American busi ness is not due to anything in the shipping and ocean transportation, for it exists in England, where there is an unprecedented extension of the merchant marine, just as severely or even more so than in this country, where for many years our merchant marine has been gradually declining. Xor yet is it caused by failure of crops, or by wars or .famines in any part of the world. The crops have been generally good for several years, and no wars or famines of any ac count have existed. Yet we say in a general way that the depression is the result of over production; that is to say, of spend ing money and labor in ways that are not profitable and that give no return. In order to obtain a clear view of the whole subject we would doubtless have to go to each country, and in quire in what the over-produotion there consists. In 'England, for in stance, to take a single item, there has been an enormous over-production of ocean steamships competing with each other, and working at such rates that there cannot be any profit for any of them. Recently, when an attempt was made to com bine this great mass of shipping under a sort of syndicate, so as to run only as many as could earn some thing, and lay up the rest on allow ance, it was found that there were so many thousand of these superflu ous ship's that it was impracticable to pay them for lying still, and thus the scheme fell through. In the United States it is plain that there has been a vast over pro duction of railroads. There are needless lines scattered all over the country that have cost many hun dreds of millions of dollars, all so much money wasted, and bound nev er to yield a return. These lines can be found everywhere, east, west, north, and south, and it is not neces sary to specify them. "While these railroads were in construction, and the money for them was paid out among the community, there was a great show of prosperity. 'Everybody was kept busy and wages and hopes were high. The iron workers were making rails, and workers of all other kinds were in full employment pro viding for the immense and vavied wants that were brought into action in consequence of these railroad en terprises. Under the stimulus of ex pected profits, the stocks and bonds of these concerns sold at high prices, and everything else was inflated in market value in consequence. But now that they are all finished, so far as their projectors could get the means, the whole thing have col lapsed. No more rails are required; no new locomotives are ordered; and the innumerable branches of indus try that were stimulated during the flush times have had to shut down. The first result is seen in the stock market, stocks and bonds of these kiting undertakings, and where the most solid enterprises have to suffer with them; but the mischief extends into even department of life and ac tivity. Yet while this great collapse is in disputable and irresistible we may well be contented over the fact that it is not so destructive -as it might be, and that business is quite as good and the situation of the country quite as encouraging as we ought to ex pect There are many workers out of employment, and hardly any en terprise is making much money, yet most people are getting enough to eat and wear, and are living along in happiness with reasonable economy. The country is rich and sound at the core, and when all the inflated and delusive concerns are settled up and cleared away, we shall find that we are a great deal better off than the philosophers of calamity and despair have imagined. ! . . The following official announce ment appeared in Thursday's Official Messenger, published at St Peters burg: "In consequence of a diverg ence of views between the cabinets of Bussia and England on interpreta tion of the March agreement, it has been deoided to submit the question to the decision of an arbitrator. Meanwhile both nations have de cided toresumo frontier negotiations, but on a different basis namely, that the principal points of the frontier be fixed by previous understanding between the two cabinets, demarca tion of the frontier and the placing of indicating posts being reserved for the commissioners, which both pow ers will send. In order to facilitate the work of delimitation the out posts of both sides will not be with drawn from the present positions until the arrival of the joint commission, when as fast as the frontier line is fixed the frontier points will be occupied by the troops of both parties con cerned. It will then be the duty of each to maintain order and security in its respective territory." i - i m m English consols which have of late been the most watched quotation on the markets of the world, amount in value to $3,500,000,000, . on which the annual interest is 145,000,000. They constitute a perpetual obliga tion of the United Kingdom, bearing 3 per cent interest and representing an irredeemable principal. For sev en years baok, they have" not been quoted as low as at present, their fluctuations being confined to between 90 and 100, closing yesterday at 95 and a fraction. The idea of the con sol, and wherein it differs from our national debt, is that the principal may vary in amount, but the interest never. The word consol, by the way, in an abbreviation of "conolida ted annuities." Yesterday's London Jforning Post asserts that Earl Duflerin has resigned as viceroy of India in con sequence of the disastrous effect upon British prestige in India of Gladstone's weak and timorous polioy.
