The disturbed condition of affairs in Europe has evolved a new idea in the functions of government A war between England and Eussia would tell heavily on the carrying trade now enjoyed by the former. Kussian cruis ers could not all at once be swept from the seas. They would fall in unexpected places on richly-laden merchantmen, sailing to all parts of the world. The effect would be to transfer a large part of the carrying trade to some neutral nation. There is no na tion competent to pick up the busi ness but the United States. The other nations of Europe have neither the enterprise nor means to enter largely into it. Besides some of them, in the event of a war, are likely to be come involved themselves. There was for a long time a rivalry between the United States and England in this matter. We had nearly caught up with that country in tonnage at the time of the civil war. But we fell behind then and have never since been able to recover lost ground. In this condition of things, it is re ported that the English mercantile class, for whom the government is especially conducted and who wield an immense political power, has re solved in the event of war to induce the government to go into the insur ance busine ss and issue war risks. The British government has greater freedom of action than ours. It can do anything. Every new departure is an addition to' its constitution. The issuing of war risks would elimi nate stockholders from the business of marine insurance. The govern ment could, therefore, afford to do it cheaper. Such a policy would enable the British mercantile marine, in case of war, to keep the sea somewhat longer. But the priuciple would be a very novel one. It would be that of the whole British people taking the risk consequent on war, which falls to a special class of her citizens. If this principle should be established, there is no knowing where it would finally bring up. There is scarcely any re lations in life for extension to which plausible reasons could not be found. If Buch a notion were started in this country it would end in the govern ment paying all the losses sustained by its citizens on the high seas, with out compensation of any kind. - mm m .-... It is amusing as well as instructive, says the Chronicle, to note that the Suez canal commission, which is a body consisting of representatives of all the powers interested in the Med iterranean, proposes to dissolve on the declaration of war. The essen tial condition of the canal is that no men-of-war shall ever pass through it except in time of peace. "When General Wolseley sailed his men-of-war through it last year to attack Egypt from Ismalia, M. De Lesseps shrieked his protest from the banks, but it was not noticed that the shrieks made any difference in the speed of the war ships. The commis sion proposes to save itself the hu miliation of protesting in vain. It will dissolve and England will dis patch her ships through the canal as if it were on British territory. It would be so with the Panama canal if it were built, and the question arises, what nation would control it? The Chicago Tribune says that a money and territorial pool will soon be formed between the Northern Pa cific, Union Pacific and Oregon Short Line. The pool is to be upon all freight and passenger traffic between the east and Oregon and "Washington territory, but will not include Sound points which are conceded to the Northern Pacific. The pool will go into effect as soon as4the necessary action is taken by the fjnion Pacific directors. It will be called the North ern railway association. Ever since the rascals were turned out there has been a dilligent count going on in the treasury department at "Washington. The hundreds of millions of dollars have been counted carefully, and on Wednesday last the count ceased. The result is that a deficiency was discovered. Some rascal had been swindling the gov ernment The exact amount of the deficit was $000,000.02. The will of Hon. Thos. Hege of Franklin, Pa., provides that "should any of the offioials of tho Venango National bank beoome conscience stricken and conclude to return to his executors the 55,000 they stole from him, he bequeaths that sum to the cemetery." Fob the first time in history the current number of Harper's Weekly has a fat government ad. The labor er is worthy of his hire. "Ltjckx" Baldwin of Los Angeles, Oal., has been sued again.
