THE AFGHAN DISPUTE.
The English Government Censured on All
Sides.
New York, May G.A special to
the Times from London says: "Lon
don is simply speechless with rage
this afternoon at last night's disclos
ures. Gladstone had few cheers,
save from tho radical benches below .
the gangway. Lord Churchill's long,
speech was really a masterly indict
ment, and it is in every mouth to-day. .
Its indignant words are quoted on all
sides, as they were cheered to the
echo last night Even- one feels that
such a vast contrast as that aflbidcd .
by Gladstone's'speech of a week ago I
and the statement he made last nignt
does not exist elsewhere in the histo
ry of politics, not even in his own ca
reer, and the bitterness of wrath at
him defies description. Today we
are getting the first installment of a
new series of foreign jeers over En
glish cowardice, from Berlin, Paris,
Dublin and even Rome, and you can
imagine how they sting."
London, May 6. A dispatch from
Simia, to tho Keuter telegram com
pany, says that Sir Peter Lumsden
has resigned the position of British
Afghan boundary commissioner, be
cause of his inability to agree with
the policy of the home government.
Lord Churchill, addressing a con
servative meeting to-night, protested
against the commission on the fron
tier delimitation being removed to
London, to bo dealt with by imbe
ciles at the foreign office. Russia, he
said, had always objected to tho pres
ence of General Sir Peter Lumsden,
and now the government had grati
fied Russia by recalling General
Lumsden. It was time for the torics
to endeavor to bring about a chango
in the advisers of the crown by re
fusing supplies,
London, May 7. Tho Daily Neicx
is authorized to deny that Russia has
stipulated that England shall not oc
cupy Port Hamilton. HhzNcws be
lieves Russia has offered Eugland
positive assurance that she has no
intention of taking Herat
St Petersburg, May G. 'lhere is
no appearance here of any abatement
in the warliko preparations. The
mobilizing of rifle battalions in Fiu
land continues.
Copenhagen. May.G. The king of
Denmark has informed Russia that
he is willing,to act as arbitrator if he
was so requested by England.
New York, May 6. Herald's Dub
lin special: Much jubilation is being
made by nationalists over the news
of England's surrender to France in
the Jiospli ore Emiplicn matter, and
to Russia in tho Penjdeh affair. "En
gland's humiliation makes Ireland's
revenge," said a leading barrister.
To the present perplexities of Down
ing street aro soon to be added that
of renewing tho coercion and crimes
act, which, in in its present shape,
shortly expires. Lord Spencer has
plainly said that unless it is renewed
in that shape, without modification,
he will resign.
London, May G The Tinua this
morning complains of the reticence
and ambiguity of the statements of
the government in regard to the Af
ghan question. It severely criticises
the action of the government in re
calling Sir Peter Lumsden, as tho
frontier question will bo all settled
before he can possibly arrive in Lon
don, and that, therefore, any informa
tion he may have will bo worthless so
far as negotiations with Russia in
London are concerned. The Times
also says that a chango of purpose of
the ameer of Afghanistan has placed
matters in a different position, nnd
that it is time to make him under
stand that he must strongly garrison
Herat, or at least allow the English
to superintend the fortification of
the place. JEveu if peace is tempora
rily secured, it would be madness to
waste the time thns gained, which at
best can but be smalL

New York, May G. The Tribune
points to the latest monthly debt
statement asa triumphant refutation
of Democratic slanders regarding the
management of imances by tho Re
publicans. Manning's statements,
comparing dollar for dollar and cent
for cent, with those of his predecess
ors, using the very same items, differ
ing only in in arrangement, prove
those assertions regarding an enor
mous surplus, which Hendricks and
Randall declared to be $200,000,000,
concealed under crooked and fraudu
lent figures, to be infamous false
hoods. Republican civil service
reform also convicts the Democratic
party of untruth every hour of Cleve
land's administration. If the old
officials were rascals who should be
made t go. why aro there so few
found who can be removed fon cause?
Nearly 100,000 Republicans still re
tain office, because, under the civil
service rules, no sufficient pretext for
their removal can bo trumped up
against them.

Spokave Falls, W. T., May G.
"Jnws r.i received here to-dav of the
drowning of three men in the Colum
bia river Thursday, April 30th.
While on its first trip trom the little
dalles the new steamer Kootenai was
moored in the channel of the river at
the foot of Kootenai rapids, where
the current was very swift The crew
were busilv engaged in preparing to
line the boat over the rapids, and as
the. steamer occupied this position a r
row uoac irom jcarweii, commniug
James M. Potter, of Spokane Falls,
Nelse Halberg, Charles Jacobson,
Nelse Olberjr and a man known as
Eric, focr Swedes who had been at
work on the Canadian Pacific rail
road, attempted to run tho rapids.
They were repeatedly warned and
urged not to attempt the foolhardy
trip "while the steamer occupied the
channel of the river; but they would
not listen to advice and started over
the rapids. As was expected the wa
ter ran so swiftly that the men could
not manage the craft, and it struck
the steamer, was dashed to pieces
and the men were precipitated into
the river. Every effort was made to
sate the lives of the unfortunate voy
agers, butHalberg, Jacobson a".dEric
were lost Potter and Olberg were
rescued with considerable difficulty,
and taken back to Farwell by the
steamer.
Washington, May G. Treasurer
Jordan says the treasury count is
practically over and everything is
found most satisfactory. Tho three
silver dollars which escaped from a
broken package in the silver vault
have been found, so tho only discrep
ancy is two cents missing from a S3
package of pennies in the cash room.
Yesterday a heavy squaro box,
wrapped in red tape and securely
bound was found in an out-of-the-way
nook of the vault. The key was
mislaid, so a locksmith opened the
box, and it was found to contain a
bottle of diamonds, a bottle of pearls,
a bottle of ottar of rose3 and a lump
of gold. Ono of the old employes
identified tho articles as presents to
President Monroe about the year
1823 from the Japaueso government
and which had been stored in the
treasury pending the passage of an
act by congress authorizing their
acceptance. Congress failed to legis
late on the subject and the artioles
were deposited in the treasury where
thev havo remained ever since.
Caught by an Octopus. '
A diver who was trying to find
pearls off tho Alaska coast, found
none, but found himself, all of a sudd
en ,in the grasp of an ugly octopus with
arms twenty-seven feet long. Such
an experience is rare: bnt there are
thousands of people who are caught
by dyspepsia, which is quite as bad.
An octopus hates to let go. So does
dyspepsia. Brown's Iron Bitters set
tles dyspepsia, and makes it looselts
cruel grip. Mrs. Schmidt and her
daughter, of ldo Conway street Balti
more, were both cured of dyspepsia
by the use of Brown's Iron Bitters.
It is rumored that Dan. Manning
is to resign the treasury portfolio in
order that he mav succeed Robertson
as collector of the port of New York.
The latter office, in a political point
of view, is the most important in the
Empire state, and when the election
to come off in New York this fall is
taken into consideration, the impor
tance of this position as a means to
secure an end, will be plainly mani
