The raids of cowboys on the trains
o tlie Southern Pacific, some months
ago, gave an unenviable notoriety to
that road, but it seems that the far
west is not the only section subject to
outrages of this nature. Recent dis
patches contain an account of the
boarding of a train on the Louisville,
Nashville and Chicago rond by
masked robbers, who killed the ex
press agent and broke open and
robbed his safe of $400. It would
seem that Indiani is sufficiently pop
ulous to make enterprises of this
kind extra hazardous, and that lone
some roads like those traversing tho
almost uninhabited regions between
Texas and California would be the
only kind offering temptation to
thieves, but the latter evidently think
differently.
Ejel, the Saskatchewan rebel, is
beginning to show the true colors of
the mountebank. Unable to control
the half-breeds by force of ability and
personal example he has brought to
his aid religious fanaticism, and is
said to be preaching a crusade with a
cross in hand. He claims that his
mission is similar to El Mahdi's. If
he lasts as long as the Soudan proph
et ho will do better than the best au
thorities predict The credulity of
the Canadian half-breeds is not equal
to that of the Soudan Arab3.

PROPOSALS, TO BE OPENED AT THIS

aro invited for reparing the roads leading
from the wharf road to the Center and Left
Batteries, Fort Canby, Mouth of the Colum
bia River. The roads to be repaired aggc
gate about 200 feet in length and are locat
ed as shown In the accompanying drawing
being tho road from "A" to tho "Left Bat
tery" and the road from "B" to "C." They
are at present unpaved and are approxi
mately graded. Tho road bed Is to be about
10 feet wide, with not moro than four turn
outs. The work to be done Is (l) the prepar
ation of tho road bed, including placing box
culverts where necessary, and thorough
ditching, the latttr being necessary upon
only one side for the greater part of the
length of the road ; (2) tho placing of the
broken stone. Stone can be obtained upon
the mlllitnry reservation, near the wharf
and in other places, or it may be obtained
elsewhere by the contractor. The amount
available for this work Is Sl.700.co and pay
ment will be made upon the completion and
acceptance of the work. The work to be
completed on or before life 20th of June 1S83.
A penalty of $10 00 per dav Is to be forfeited
to theU. S. Government for each day after
that date until the work shall bo completed.
Bidders should state the amount of work
they propose to do upon this length of road
for the amount given above, or a smaller
one, giving their own specifications in detail.
The bid accepted will be the responsible one
specifying the nest road bed. The U. S. re
sejves the right, however, to reject any or
all bids. Proposals should be enclosed in a
sealed envelope endorsed "Prososals for re
pairing Roads."

NOTICE is hereby given that the
common council propose to order the
improvement of West Ninth street in
the city of Astoria in Clatsop county,
Oregon, as laid out and recorded by J.
M. Shively, from the south side of wa
ter street to the south side of Berry
street, by raising that portion between
the south side of Water street, and the
south side of Cushing'a Court street to
its established grade; and by grading
that portion between tho south side or
Cushing's Court street and the south
side of Berry street to its full width and
to the established grade, and by plank
ing the same to a width of 16 feet
through the center thereof, and by con
structing wooden gutters and sidewalks
on botli sides of said street.
And unless a remonstrance signed
by the owners of two-thirds of the prop
erty fronting on said portion of said

of 33 feet above the base of grades; at
its crossing with Wall street, at a
height of 76 feet above the base of
grades : at Its crossing with Arch street
at a height of 118 feet above the base of
grades; at Its crossing with Spruce
street at a height of 1G3 feet above the
base of grades: at its crossing with
Berry street at a height of 205 feet above
the base of grades.
And unless a remonstrance signed by
the owners of two-thirds of theproperty
fronting on said portion of said street
be filed with the Auditor and Clerk
within ten days of the final publication
of this notice, viz: May 2G, 1885, the
common council will establish such
grade.
