WORK IN
GOODS
INFLUENCES AT
THE CANNED
INDUSTRY.
The Baltimore Trade of. April 16th
contains the following article, which
is of much interest to packers and
dealers in canned goods. The New
York law referred to has, we believe,
been passed by the legislature of that
state.
Without endorsing the views ex
pressed below we publish them as
indicative of Eastern feeling in a
matter that concerns alike the salm
on canners of the Columbia and the
fruit canners of Califernia:
"There is not a packer of canned
goods in the United States to-day,
who intends remaining in the busi
ness, who is not directly interested in
the changes that are taking place and
in watching others that are rapidly
developing. In the ten years past
the business has altered from a sec
tional to an almost general industry,
and the profits that were peculiar to
its earlier days have shrunk or else
disappeared as its growth extended.
Not only has canning become more
general as to location, but more va
ried as to the food packed. But the
changes now germinating will be as
important as any that have so far
occurred. Not only will legislation
become very general in regard to
canned goods, but the naturo and re
sult of the legislation will. alter the
very conditions on which business
has been done and make it necessary
for the packers of every section to
unite for offensive and defensive ad
vantages in the market Let us sup
pose that any one state passes such a
bill to regulate canned goods pack
ing as is now before the senate of
New York. Under its provisions
that state will have an advantage
over all other states that do not pass
such a bill. The knowledge of this
fact alone is almost certain to ensure
its passage by New York. "With this
law in force the results of competi
tion will be exactly the reverse of
what they have been in the quality of
the goods. Heretofore competition
has injured the goods both in quality
and quantity, something cheaper has
been the only object, reputation was
saved by false labeling, and whilst
the paoker cursed the quality of de
mand, he met it with an alias, lest in
refusing he should send trade to a
more astute competitor. But under
the new law the packer's name and
business location must go on every
thing, and where reputation may
give an advantage he will seek for it,
where bad quality will do injury he
will avoid it But he will do more
than this, he will use all means to
hold his own or domestic market
against outsiders, by making the
'state brand' n special guarantee of
quality, knowing it to be one that can
be made to appeal to the memory and
the prejudice of the consumers of his
state or section. In a communication
we published last week from New
York in relation to the bill before that
senate, the writer says:
'The packer insists that for a pack
er or jobber to buy canned goods
from a dozen packing centers in as
many states, and raft them into New
York, and place them on the market
as New York state pack, is equally a
fraud on consumers and injustice to
the straight packers, and will lead to
the degrading of the York state
brand.'
"This is carefully .and wisely ex
pressed. We know there are many
packers in all sections who will look
on this principle as of doubtful ad
vantage to the business, but let them
consider a moment There is going
to be legislation on this subjeot, not
at the instance of packers or dealers,
but by demand of the people. Hav
ing to meet this legislation by which
the people demand that seme busi
ness resident be responsible for the
goods, the packer naturally and prop
erly endeavors to secure the domes
tic trade for himself, he therefore
packs good, honest quality and
quantity for the home market;
but it should be observed that the
law, like the French law on the same
subject, puts no restriction on the de
ception of purchasers outside of the
state, the goods for other state mar
kets may be slush, light weight under
bastard brands, soaks or anything
that the packer can find his con
science elastic enough to let out,
or a buyer be venal enough to handle
for the profit that will arise from the
final deception. The legislators of
one state have nothing to do with the
protection of people in other states.
With such a law in New York all oth
er states will have to adopt one
similar. It becomes the interest of
every packing center to see that all
the states have similar laws. Mary
land packers, for instance, could not
send deceptive goods to New York
bat her packers would find that in
Illinois the commonest quality of
New York goods might bo sold un
der fine labels as standard Maryland
pack. Thus New York would have an
immense advantage and we are not
foolish enough to suppose she will
neglect the opportunity in getting it
The name of "New York state" on the
label will become the labarum to
guide the domestio consumer, and
trash and bastard goods will have to
find a market elsewhere than with
her. This eminent advantage will
cause the adoption of the New York
law in every state, and this in time
will result in the disappearance of
the speculative and "crooked" pack
ers, for they will have no market for
goods of their class; in fact, the value
of goods in the general market will
be made largely by the reputation of
the state from which they come, as
the state brand can be more easily re
membered than thaf of a firm. Thus
the law, simple as it looks, will work
a revolution that will eventually drive
out of the business all who depend on
deception for a profit, goods will be
packed honestly and the cutting ot
prices to the detriment of quality
will cease and a fight for high repu
tation will result which will be ex
actly the reverse of what now exists.
The business will come down to hon
est competition, average profits with
other lines of trade, and an intrinsio
value in the cans."
It is the impression among Califor
nia canners that the New York law
will be an ultimate benefit to this
coast They say the best brands Ciin
not but be helped by the bill, and
that under its provisions firms out
here can enter into a limited copart
nership with eastern dealers and use
the same labels and brands now used
in New York state. The impression
in other quarters seems to be that
tho law like others can easily be bro
ken in the spirit while observed in the
letter.
If any man can quietly and intel
ligently read the alleged ''dispatches'
regarding the condition of affairs in
England and Russia and be able to
get any definite information out of
them, the same is an exceedingly
smart man. To the averngo individ
ual it looks as if these "dispatches"
were simply the device of shrewd
speculators to "work the thing for all
it's worth," and make a pile while the
excitement is going on. It is notice
able that scarcely a line emanates
from official sources. "It is said," "a
prominent official says;" "A cable
special gives the following." This
is the way the great majority of the
dispatches begin. The fact that the
money market seems easier and se
curities have advanced, indicate prob
abilities of peace, but to make head
or tail of the ridiculous contradic
tions that come across the sea is im
possible. "While it is probable that the O. K.
& N. company may lease their lines
to tho Northern and the Union Pa
cific, the Oregonian says that nego
tiations are not nearly so far ad
vanced as dispatches a week ago
would lead ono to believe they were.
The opinion prevails in railroad cir
cles here that some hitch will occur
and all negotiations be declared "off."
