We notice that a British member
of parliament proposed to Mr. Glad
stone to .submit theAnglo-liussian
controversy to the arbitration or the
United States. The premier evaded
the suggestion, for obvious reasons.
The source of the trouble lies' too
deep for friendly arbitration; there
is no case on which arbitrators could
act Enssia has made up her mind
to absorb Afghanistan, and the only
question is whether England will let
her do so peacefully or fight for her
ally.
Bnt the event shows that the na
tions of Europe are realizing that the
United States is becoming a power
to be consulted in future changes in
the map of the world. It is quite
likelj-If hat, as this country grows in
population, if it adheres to the policy
of honesty and fair dealing with all
nat ions, and sets its faceagainst the
robbery of weak powers, itwill come
to exercise an influence that has sel
dom been wielded by any nation in
history. The events of the past few
days suggest curious fancies. It has
seemed at times as though the skill
of Russian diplomats might succeed
in banding France, Germany and
Turkey, all the fighting powers of
Europe, against England; Such a
coalition would be practically, irre
sistible. Where could England look
for an ally?
There was a time, only twenty-five
yaars ago, when Great Britain might
have had this country under such a
weight of obligation that hardly any
sacrifice' would have seemed too large
for a grateful people to offer in re
quital. But she let the chance go by,
and her public men and her newspa
pers, instead of conciliating the Unit
ed States, vied with each other in
trying to annoy and irritate us. Had
it been otherwise, who can ""tell what
might not have been the effect just
now on the mind of Bussia of .a
strong remonstrance from the
United States? It is perhaps well
that we are not tempted to be
led away by such sentimental consid
erations. We are best without en
tangling alliances and borrowed quar
rels. It cannot be said that Ameri
can people feel like going to work jto
sustain the British empire in India.
But when wo read in the papers about
France landing 40,000 men in India
to help liussia we cannot help think
ing what a different face would be
put on the whole matter if any acci
dent compelled the United States to
tako n hand inthc fight.
Washington, May 5. What both
ers secretary Bayard most in his new
position is the cypher used in trans
milting diplomatic secrets by tele
graph. He has not been able to get
the key to the cypher yet, anl when
he receives a dispatch it is a great
source of annoyance to him. He goes
to the department generally at 10:30
or 11 o'clock, having the early morn
ing mail delivered at his house, so
that he can attend to it without be
ing forced to eat an early breakfast.
He has been in public life longcr
than some of the other cabinet offi
cers, and knows that an early break
fast brings on indigestion. When the
mail is brought in there are frequent
ly a number of dispatches also. They
thr iw him into a stale of nervous
excitement He will tear open a dis
patch that reads something like this:
"Combination, Bats, Horseradish and
veal. Metaphysical torn cats. Shoot
it! Bpgz bang! Struck an oil well
in tho sea," etc., etc. Then ho will
read it over, turn it upside down, try
to read it backward or up and down,
and by the liiie his secretary arrives
he is thoroughly bewildered and dis
and;disgusted. A writer in the St Loui3 Htdical
Journal advises young practitioners
never to make fun of an old woman's
remedy. He will not only give offense
but many miss a valuable aid in his
practic. Tho writer adds: "In 1830,
while practicing in Madison county,
III, I was induced, by the repro
sentations of an old woman, to make
tho trial in dysentery and diarrhoea,
of tablespoonful-doses of pure cider
vinegar, with the addition of sufficient
salt to be noticed, and it acts so
charmingly that I have never used
anything else."

' A sensational dispatch from the
' east stales that there is some talk of
an extra session, in the event of war,
' to repeal the registration Jaws, so
that foreign vessels can register un
der the American ilag. There is no
probability of anything of thejrind. It
would do no good to Americans to
have British vessels transferred to
the American flag so long as they re
tained their British ownership, and
in the present condition of the
freight market there is no prospect
that Americans would ,buy British
vessels. If we could make merchan
dise of xmr flag, we might charge 5
or 10 a ton for the privilege of
American registry, but Bussia would
not be likely to respect such a pur
chased nationality, and it is quite cer
tain we wouldn't fight to protect it.
One thing must always be borne in
mind in considering tho questions of
the shipping laws. Thero are com
petent shipbuilders who declare that
wo conld, if we saw fit, build ships in
this country as cheaply and as well
as they do in England. We do not
do so because thus far it has paid us
belter to use capital and labor in oth
er pursuits. It has, on the whole,
paid Americans better to build rail
roads and to leave to Great Britain
tho seagoing transportation of the
world. She has secured something
like a monopoly of it, and the
consequence is that a large pro
proportion of her merchant marine
is laid up and some of her most
pjofitable lines of steamers are only
paying 3 per cent on the investment.
British ship-owners, as a whole, would
have done as well if they had put
their money in the funds and built
no ships at all. We should have had
the like fortune had wo embarked in
the business, and. who can say, on a
review of the situation as it" stands,
that we have lost anything by keep
ing out of it?
There may come a time in this
country when capitalists will be satis
fied with 3 per cent for the interest
of money, and there may come a time
when ocean steamships may earn
more than 3 per cent Jiet. When that
time comes we shall doubtless re-enter
tho business, and we shall proba
bly compete with the English to ad
vantage, as we did during the fifteen
years before the war. In the mean
time if war preaks out, a time may
come when the registration laws may
be advantageously modified. Bnt
there is no sort of hurry in" the mat
ter and no call whatever for an extra
session.
. London', May 5. It is rumored on
the Loudon stock exchange that Earl
Dufferin has resigned tho oflico of
viceroy of India. The Globe of to
day says tho so-called adjustment of
the Anglo-Bnssian dispute is a poor
shift, which amounts practically to
nothing more than a truce for avert
ing collision, which will result in
nothing but a transfer of the diffi
culty from Gladstone's shoulders lo
those of his successor.
Mr. Allislcr Brown, Auckland, Now
Zealand, writes: "I had an excruciat
ing attack of rheumatism in my right

Saskatchewan Landing, via Swift
Current, ST. W. T.. May o. A mail
courier has just arrived from Battle
ford with tho following dispatches,
dated May 3: A flying column of
300 men from Battleford had an en
gagement with Poundmaker's forces
of COO Indians at his reserve, lasting
from 5 a. m. to noon yesterday. The
troops lost eight killed and twelve
wounded. The Indian loss is esti
mated at fifty. The Otter covered,
including tho engagement, seventy
miles, fought the battle and returned
inside of thirty hours.

commons this afternoon, Gladstone,
in answer to questions, stated that

ghan boundary commissioner and

come home immediately.
