Hatchings re ceived official notification that applica tion for letters patent on his process for testing sealed cans has been accepted by tho Canadian government and a patent throughout Canadian dominions grant ed to him. This gives Mr. Hutchings exclusive control of this country north of Mexico for a most ingenious device, and ono that will doubtless bring fame and fortune to the inventor. It has been and shall be the invariable custom of The Astoeiak to publish with out chargo all notices of births, mar riages or deaths, but they cannot be taken on hearsaj or report; the parties interested must report the matter or else a physician or clergyman; so don't "get mad" or feel grumpy about it. All you have to do is to let it be known to any one of the forty-seven reporters who daily scour the city for news to appear in this or some other column. Talking about the alleged silver dis coveries in Tillamook, the ilercury says: "Specimens of chloride have been brought and tracts of mining ground offered for sale to local capitalists in a way that ex cites a slight degree of suspicion. There are no such ores to be found in eastern Oregon or southern Utah, and the near est locality where they abound is in southeastern Nevada, in lands wholly destitute of timber and different from any part of western Oregon in its geological formation. It begins to look very much as if some of these alleged mines had been "saltod" with rock brought from White Pine or Rye Patch, in the hope of deceiving some unsophisticated capital ist into a heavy purchase. Though not defi nitely stated it is considered certain that Russia has consented to England's pro posed arbitration, and the referring of the whole matter to a third power. The English government to-day sent orders to Dover to cease further chartering of ships; this, with cessation of war meas ures in other quarters, foreshadows the stoppago of war preparations. The News, govern ment organ, in a leading editorial, says; "Tho prospects forpeace have been much cleared and more amply confirmed with in the last forty-eight hours. A Russian dispatch conciliatory in tone and sub stance, was sent to tho government by telecraph, after the czar had conferred with his ministers, and a courier with tho official written reply to Earl Granville is now on the way to London." The News warns its readers, however, against a nasty conclusion that peace is assured. New Yobk, May 3. The Suits London cable says: Opinion veered tho past week more frequently and completely than at any timo during tho crisis. SVhen Gladstone was speaking in tho commons everybody said: "This certainly means war.' This interpretation, apart from the magnificent eloquence and splendid delivery of the speech, was the secret of its wonderful effect in forthwith silencing all opposition; but while parliament was thus convinced of war, tho stock exchange and the general public the very next day declared for pence. This tendency has been increasing daily, until to-day peace is believed almost concluded. For once popular impression is based on sound surmises. Things stand as follews: The frontier question is virtually settled. England knows Russia's wants, nnd hps decided to yield to the most thereof. The Penjdeh point of honor will be got around by clever diplomatic dodging. The difficulty has been to inquire into the Penjdeh affair without passing judg ment on Lumsdcn and Komaroff. Nei ther power will submit tho acta of its own officers directly to arbitration, which would admit a question of Lumsden's veracity or KomarofTs strategy. Arbitra tion, therefore, will not bo on the officers, but on tho rcol meaning of the agree ment of March 17, and whether what will euphemistically be called an interpreta tion thereof, is correct for either side. Meanwhile the disputed territorv will not bo further occupied. One probable result of arbitration is that England will claim money indemni ty for the Afghans, and, as a minister said laughingly, "England will perhaps quietly lend Russia money to enable her to purchase peace." A settlement undoubtedly has been brought about by tho nervous terror which overcame both parties when they found themselves face to face with the grim countenance of war. England has visibly cooled in the few days during which war seemed certain. The tories be gan to ask ono another what they were going to fight about. The czar shrank from unknown possibilities and was cha grined at the revelntions of Russian pov erty, in ner inaDiiuy to purcnaso even a few crnisers. To-day promises that tho Russian scare will almost bo forgotten in a few weeks, ana tne momentary unity of the parties will bo broken, and air rent with the hoarse cries of the rival candidates in tho coming elections. Tho government, on the whole, got well out of tho busi ness. Jarjr List. Drawn May 4th, 1835, by W. G. Ross, sheriff and C. J. Trenchard, clerk: Robt. Abbott, Skipanen: H. W. The steamer Olympian, which has been tied up on Puget souud for some months, is to bo taken to San Francisco, where she will go on tho dry dock for repairs. Her hull will bo scraped and the. vessel repainted and caulked throughout. Tho Olympian is at present at Port Townsend, awaiting an opportunity to put to sea. She will first go loNeah bay, where tho signal servi'ce reports will be closely scanned, and if tho weather outlook for tho coming twenty-four hours is favora ble tho vessel will Btcrt on her iournev. If stormy weather is encountered at any time says the Neics, tho Olympian can put into Shoalwater bay. Columbia river, Yaquina bay or anv of "the safe harbors along the coast. The steamer Alaskan, twin to the Olympian, which was brought here last year with the intention of plac ing her on the Portland-Astoria route, still lies at the bono vard in north Port land. She is in good condition, and the machinery is not rusted or out of order, as many suppose. The Oregon Railway and Navigation company has always tak en good care of all its boats, and the Aluskan, the most valuable, is not an ex ception. All that need3 repairing are tho guards, which were taken up when the vessel was coming around the Horn. Tho rooms, galley. etc.,require a littlefix ingup; .$2,000 or $3,000 would place her in excellent trim. Neither the Alaskan nor the Olympian arc adapted to the ocean trade. Both were built for sound or river navigation, and long voyages on the ocean would play sad havoc with them. It is understood in transportation circles that the Alaskan may be repaired and placed on the Portland-Ilwaco route this summer. All depends on the condi tion of business. TIUT HUSSIA5 SPr. How a Whole Town Wafc Scared By One Han. A gentleman who is ill a position to know, offers the Xetcs the following ex planation of the story of the Russian spy, who was alleged to have visited Victona recently for the purpose of securing plans of the fortifications about the harbor. Tho Alaska fur company leaso a portion of their sealing grounds," adjoining those rented from tho United States, firm Russia. As tho leaso is about run out the company sent n trusted agent to St. Petersburg to have it renewed. Tho Russian authorities, however, instead of extending the lease, sent pn agent to Alaska to findont what tho situation was, and to learn whether the islands could not bo made to yield more for the gov ernment than they have been. The agent proceeded to Alaska, looked over tho situation and gathered material for hi report. On his way down ho had to stav u. Three boys, two of whom, Mark Kyle and Jack Edwards, disappeared from Astoria in a suspicious manner a few weeks since, and tho third lately from the sound, were brought before Justice Whitney of St. Helens last week upon chargo of burglary.
