It appears that after the cession of the wide extent of main land and numerous islands in the far north, now known us the territory of Alaska, by the Russian emperor un der the treaty of March, 1867, the United States enacted special laws for its government with the apparent intent of protecting the only indus tries of the country, viz., the hunting and capture of fur-bearing animals and the fisheries. We propose in this instance to deal solely with the former and show the extent of the business. The laws referred to pro vide that the islands of St. Paul and St. George shall be declared a special reservation of the United States gov ernment, and, furthermore, that the secretary of the treasury shall be per mitted to lease them for a term of twenty years from July 1, 1870, at an annual rental of 850,000 per year, and an additional 'revenue tax of $2 to be levied on every fur seal skin, the lessees to furnish a bond in the penal sum of $500,000. It is also provided that no more than 100,000 seals shall be killed per annum in the apportion ate number as follews: The island of St George limited to 75,000 seals per annum, and the island of St Paul to 25,000. The secretary has the power to further limit the number, if nec essary for the preservation of the seals. The penalty for hunting and taking fur-bearing animals by any other person than the lessees is a fine of not less than $200 nor more than $1,000, and the forfeiture of all ships, tackle, appurtenances and cargo to the United Stato3. In 1870 the secretary accordingly leased this reservation, which really gives the key to the whole territory, to a company formed in San Fran cisco under the auspices of General Miller, denominated the Alaska Com mercial company, for the said term of years expiring in 1890. The company virtually control the whole of this northern territory under tho protec of tho law, none but their employes being permitted to kill any fur-bearing animals. The interior trade is also monopolized by them through the agency of the numerous stations scattered over the mainlands for miles north and south throughout the territory. Their stations are es tablished all over Alaska, commenc ing at a point about 250 miles north of Sitka and extending to the island of Attou, a distance of nearly 2,000 miles; nlso from the Nuchitgack river to the Yukon river, and again 2,000 miles by posts, up tho latter river. From this particular portion of the the territory come the valuable skins of the silver-gray fox, worth from $150 to $200 per skin, a cross of this breed worth $4 apiece, and nlso the red fox, worth $2. Over 7,000 of these valuable skins are obtained yearly. From thence also come the skins of black and red bear, wolverine, mink, wolves, otters, bear, martin, deer, and often moose. Undressed seal skins bring $12 in the open market, and the supplies of these alone, said to be fully up to the prescribed limit, fur nish in themselves a large income after deducting the revenue tax. From these facts it can be easily seen that the control of this territory must be a perfect mine of wealth for the men who had the foresight to ap preciate and take advantage of this territorial acquisition. From a com pany of small traders it has gradual ly developed into a gigantic institu tion with almost autocratic power over its domains, deriving a larger income than any other company of its kind on the face of the globe. In addition to this government land leased from the United States, and that acquired by possessory rights, the company also leases from the Russian govern ment Copper and Behring islands. Owing to the distance and the im mense power of this corporation it is difficult to get at any insido informa tion regarding its trade and resources, and apart from knowing that such a company does exist, many people are not only ignorant of the locality of its possessions, but of the immense mine of wealth at its command, It is strange how luck seems to fol low certain ships. An officer on one of the trans -Atlantic steamships avers that though there is not a stauncher or more seaworthy steamer on the Atlantic than a certain designated vessel, yet it is a terror to be com pelled to sail on her. From begin ning to end of the voyage there is an uninterrupted chapter of accidents. The last time that the officer referred to crossed in that unhappy craft, there was an awful storm, in which the wheel-house, part of the captain's room and two boats were carried away; a cabin passenger broke two of her fingera and a 5teerage passenger broke a leg; the sailors required con stant attendance, and a poor little girl fell down the hatchway and was killed tho very day she arrived in port. Many tons of this matter are now standing in type or stereo typed form, and would make a weighty and imposing lump, if piled together. The San Francisco Post proposes, that in the event of the old hero's recovery, which now seems highly probable, the newspapers of the country contribute the type in which their Grant matter has been set to a common fund, the whole to be melted and given the shape of a grand monument commemorative of the nation's joy at the restoration to health of our greatest soldier. The Victoria Colonist contains a proclamation of the authorities in forming all deserters from her maj esty's navy that if they should re-enlist no notice will be taken of their past transgression. Another procla mation calls for all the able-bodied seamen of the merchant service for one year's service in her majesty's navy. The same wages will be paid as are now'received on the merchant ships. The mayor of Tacoma received twenty-eight applications for the of fice of chief of police the first day after the office had been created by the city council. Oh! I Say!
