London. April 39. The govern
ment has asked Russia to explain the
advance of Russian troops on the
Maruchak. Sir. Gladstone will prob
ably make a statement in tho house
of commons to-night iu regard to the
matter. The government is in con
stant communication with Persia, in
regard to her present relations with
Russia.
Tho speech of Gladstone iu the
house of commons on Monday upon
the vote of credit is received with
profound interest throughout Europe,
and published in full in all the news
papers. It dispelled any idea that
may have been entertained heretofore
that England "will make concession to
Russia. The general opinion of the
press is that ,the .speech makes war
certain. Newspapers aro filled with
discussions of probable alliances tho
respective belligerents may form in
tho event of war It is now thought
tho war so near at hand will not be
confined to Asia, bnt be extended into
Europe.
In the house of commons to-day
Lord Edmund Fitzmaurice, under
secretary of foreign affairs, read a
telegram from General Lumsden,
dated at Tirpul, April 23d. This tele
gram mentions that the governor of
Herat had received a report that Rus
sian troops had advanced upon Maru
chak. Edmund also said Gen.Lumsden
himself in a telegram dated April 25,
incidentally speaks of tho recent oc
cupation of Maruohak by the Rus
sians. The Standard, referring to the oc
cupation of Maruchak by tho Rus
sians, says: "There can be no ques
tion of the provocation in this in
stance. The occupation of rarn
chak stands out broadly and undis
guised as a clear invasion of the
territory of Afghanistan, without
oven the pretense of military necessity.
Assuming that the news of tho occu
pation of Maruchak is correct, there
is little room for doubt that it can be
considered anyting elte than a de
liberate act of aggression, and this
act of aggression bas the appearance
of being specially chosen in order
that there may be no possibility of a
further mistake. It is a deliberate
breach of a solemn covenant, a fla
grant violation of Russian promises
and assurances."

spirit displayed leaves little hope that
England's last overtures will bo ac
cepted. A refusal to treat upon this
basis will lead to diplomatic rupture,
which is but little removed from act
ual war.

tho Indian government, and upon
the aetion of Russia since the begin
ning of the existing controversy over
the definition of the boundary of Rus
sia and Afghanistan.
Tho Russian advance south of. Ma
ruchak is regarded in parliamentary
circles as dispelling the last hopes of
a peaceful solution, and the precursor
of a Russian advance upon Herat.
A Rawal Pindi letter state3 that
the ameer of Afghanistan regards tho
Russians as enemies anxious to cap
ture Herat. The whole people of Af
ghanistan and Turkestan therefore
looked to England apparently in all
sincerity to aid the ameer in repelling
Russia.
Russian papers publish a pretended
proclamation of tho ameer, issued
from Jamroo, declaring "if war is
forced on the Afghans they will rise
as a single man, to repel the invaders;
but as between England and Russia,
if left to our own independence, I
will protect peace between those two
states and cling to neither." The aim

It Is reported that Baron DeStaal,
in an interview with Earl Granville,
stated that an ad.ance of English, to

and Austria have been discussing a ;
project for promotion of a nentral,
leacue. and have invited Italy and,
Turkey to join them, but neither of
the later powers has as yet given a
decided reply.
Copenhagen, April 29.-Sweden and
Norway are urging on Denmark the
expediency of uniting with them in
the issue of a proclamation, in the
event of war, declaring strict neu
trality. Pap.is, April 29. Morning papers
here, in their comments to-day on
Gladstone's speech, regard it as n
preface of war.
New York, April 29. Tho Herald's
cablegram from Moscow says: Nine
thousand troops and six batteries of
artillery belouging to the eighth
army corps left hero to-day for the
south. Last night ten companies of
engineers, with 200 carloads of rail
way and telegraph plant, left for
Askabad, where the greatest activity
prevails. Telegraph line3 that only
a few weeks ago ended at Askabad
now extend to Sarakhs, 200 miles be
yond, and only 190 miles from Herat.
It is stated that sufficient railway
material has been already collected
at Askabad to build a railway to He
rat, via Sarakhs and Penjdeh, a dis
tance of 460 miles, in an incredibly
short space of time. Extraordinary
preparations by Russian engineers
are being made to follow up the ad
vance of troops by the immediate
construction of railroads.
Suakem, April 29. Hostile Arabs
are again becoming troublesome to
the British. Scouting parties of these
Arabs uow make constant attempts
to destroy sections of the Suakeni
Berber railway already constructed,
and they cut telegraph lines where
over they can. Even- night now El
Mahdi's men lire upon and into the
British forts.

ment wire to the front, which was
interrupted yesterday, cuttiug off
communication with General Middle
ton, began working again to-night.
A dispatch fron Saskatchewan Land
ing says the steamer Northcote, hav
ing on board tho supplies, ammuni
tion and Gatling gun for Middleton,
is at tho elbow of the river, stuck in
the mud.
The ice is out of the Volga and
breaking in the Baltic; the ports in
the latter sea have been laid, with
torpedoes during the past fortnight;
Officers out of tho country havo been
recalled to report at their ships or
regiments; generals have been sent to
the front in Finland, Poland, the
Crimea and Turkestan. The army is
on a war footing and Russia is ready
for a fight The next news may be
that tho Muscovite army is in Herat,
intrenching against an Indian inva
sion, and that the English fleet Is in
tho Baltic and at tho Daadanclles.
