Immense quantities of coal are be ing shipped to Cape Town, south Af rica, for the use of British armed cruisers and men-of-war in event of an outbreak of war "between Russia and England. A special dispatch from Tirpul, dated April 20, says: "The Russians occupy Akheltepe, and are actively at work making a military road from Penjdeh to Herat. The government has accepted an offer made by New South "Wales ,of their contingent now in tho Soudan, for service in India or elsewhere, as may be required by the military au thorities. The commissary department of the Indian army has completed nrrang ments for funiishiug transportation and provisions jn India for two army corps. The first corps consists of 13,000 British and 16,000 native troops, with 3,000 camp followers and transport tenders, 8,000 horses and 30,000 transport animals. The second corps consists of 12,000 British and 15,000 native troops, with 2S.O00 fol lowers, 8,000 horses and. 28,000 trans port animals. One month's supplies are to be sent to Rendii, Killa and Abdnlla, and three month's supplies to Qtietta. Two firms at Cowcs are working, night and day on forty torpedo boats, ordered by the English government. The admiralty has notified officers and men at all coast guard stations to be in readiness to join their ships at a moment's notice. A Russian charter for coal to Cou- stadt, freight to be 7s Gd per ton, was made at iSewcastle to-day, upon con dition that if war is declared the own er of the boat becomes purchaser of the cargo. St. Petersburg, April 28. Five steamers havo been purchased in America for cruisers in the Russian service. Russa has ordered tho mobilization of her southern armv. It is rumored that 200,000 troops -vill bo available in forty days. There is a great scarcity of coal in this city and at Cronstadt, and prices have risen to fabulous figures. A long dispatch in cipher was sent to General KomarofF yesterday. The pay of sailors in the Rti3siau navy has been raised to the war rate. Tho Standard's special says the Russian have occupied Maruchak, twenty miles south or Penjdeh, on the Merghab river. Berlin, April 2S. The Rational Zcitung says Germany remains neu tral in tho present crisis in the rela tions of England and Russia, and that no request has been made for her me diation. It also denies that the czar wrote to the emperor of Germany that the chances for peace had di minished. Paris, April 28.- -A special dispatch from Berlin to the joupal Dcs Dtbats states that Germany is not disposed to become a mediator between Rus sia and England. The dispatch, states that Russia even refuses arbitration as a means of. aettliug her present difference with England. Saukem, April 28. Government troops are returning here. Orders have heen received to withdraw. .Cairo, April 28. Order have been issued for withdrawal of troops from Wady Haifa. SnEEBNESs, England, April 28. Four torpedo boats lying here have been ordered into commission for im mediate service. New York, April 28. The soft ening touch of time has done won ers, as Gladstone knew it would. It is undeniable that Gladstone believes that England's only chance of peace lies in gaining time. The premier's constant dream just now, and his highest ambition, is to retire in a blaze of glory, after having finally and peacefully settled the central Asian question. New York, April 28. The Herald's cable special from St. Petersburg says: The break in the diplomatic relations between Franco and Egypt isbeingulilized as abasis foraFranco Bussian alliance which is now warmly favored by tho czar. Active negotia tions are" being interchanged by St. Petersburg and. Paris, with the ob ject of vigorous common action against England. Cambiua? messenger -of tho diplo matic corps of Bogota, arrived at ' Panama this morning with national 1 troops, who consist chiefly of voiun j leers from Cauca, under eommamd of Aiontere, wuo nas sent Aizpuru no tice to leave the city in forty-eight hours. Aizpuru now says ho will fight. If he does not evacuate tho city, the national troops will try to dislodge him, and unless the United States troops interfere the city will stand a poor chance. If Aizpuru re mains in the city the sfruggle will be indefinitely prolonged. Washington, April 2S. Tho navy department received information this afternoon of the arrival of Colombian national forces off Panama. Panama, (via Galveston), April 28. 10 a. m. An American bark captured by rebels some time ago wa3 brought to Colon yesterday by tbe Alliance, having on board the rebel general, Benjamin Ruiz, and sixty men. At Paraiso yesterday afternoon a riot occurred between resident Jama cians and Colombians. Threeof tho latter were killed and seventeen wounded. A company of marines under Captain Roid have gone there to keep order. Paraiso is about nine miles from Panama. The natives are very uncertain through the interior, and may at tempt to stop transit. A detachment of marines from the Tennessee, Qalc na, Alliance and Sicatara. returned to their respective ships at Colon yes terday. During tho railroad boom Win. O Allen purchased from C. F. Specht a large quantity of land nearly oppo site Kalama, the purchase price be ing some Sin.OOO. When he purchased tho property Al lea gave notes in payment, for some reason neirlected . to nav a balance drio of the original purchase amount'! mg to 15,000. Specht brought suit agaiust him to recover the money in the state circuit court and got a judgment. Allen then appealed the matter to the supremo court. Yes terday a mandate was received from that body which provided that the judgment of the lower court was af firmed, and that plaintiff recover from defendant 81,745.70 with inter est from May 31, 1SS1, at niuo per cent., the costs of tho appeal and the costs in the Iower'conrt.
