Tun Russian harbor of Vladivo

closed and torpedoes have been sunk
to defend it. This action is supposed
to bo duo to England's taking pos
session of Hamilton island, in the
Corenn group.
A liHPATcn from Odessa says that
huge storehouses have been nearly
emptied by recent hurried shipments
of grain, and that only sis English
merohant vessels remain in port and
most of the large number recently re
ported by Lloyds as in the Black sea,
have made their way out.
A Paris dispatch to the Exchange
telegraph company states that it is
rumored there that a powerful Rus
sian squadron has been ordered to
cruiso off the coast of Italy, for the
purpose of overawing the Italian
governmonl in its suspected work of
secretly preparing to assist England,
m tho event of an Anglo-Rus"ian
war.
Thoi'blk is imminent in Panama,
says a dispatch from the isthmus.
Aizpurn has issued n pronunciamen
to against tho Americans and their
pickets have been fired upon. Ono
hundred- marines have been ordered
to reinforce Heywood. Refugees are
leaving the city. Aizpurn has 800
men. Ho will probably remain quiet
until the arrival of government
troops, which arc embarking at
Buena Ventura.

It is reported that Russian mer
chants are consigning wheat to the
care of the Russian consul at Lon
don, and they aro evidently anxious
to dispose of their holdings before
tho outbreak of war may closo tho
English markets against them. An
increase of 800,000 bushels of wheat
on passage to tho United Kingdom
during tho past week is probably due
to this movement.''

war should be declared between Eng
land and Russia the greater part of
the rich commerce of England would
ssek protection under another flag.

it impossible for an American to buy
a foreign built ship, it is certain that
tho bulk of the carrying trado would
pass into tho hands of tho United
States. As it is tho English mer
chant marine might bo wiped off the
faco of tho earth and we would gain
no advantage by it
Cam. Jso O'Bbiex, commander of
tho steamer City of Mexico, was ar
rested in New York last Thursday on
a charge of supplying arms and mu
nitions of war to the insurgents of a
country at peace with this govern
ment. Tho steamer was seized and is
now in the possession of tho federal
authorities. Tho manifest should the
cargo consisted of lumber, but, in re
ality, the vessel was loaded with fire
arms for the insurgents of Colombia.
Tho stoamer was chartered by the
agents of the insurgents. The pen
alty of the crime is 310,000 fine, or
threo years' imprisonment and confis
cation of the vessel.

he was arrested and punished as a
thief. If a man in olden time want
ed to become a Roman citizen tho
officer of the law would take, the
man's hand and feel it to see whether
it was hard or soft, and conclude if

he was idle. While in our time many
a man with soft hand is diligent, be
cause he does his work with his
brain, and consequently the palm
does not get callous, we must all have
something earnest and useful to do,
and our lecreations are only to re
enforcc our capacity.
TnE Northern Pacific railway have
begun suit in the United States cir
cuit court of New York, against the
Oregon and Transcontinental com
pany for the recovery of 628,097, with
interest from December SI, 1883,
which it claims to bo due on balance
of accounts. The Oregon and Trans
continental company has a claim of
several millions against tho Northern
Pacific, and it is believed a counter
suit will bo instituted. Tho directors
of the Northern Pacific were in ses
sion several hours on Thursday. It is
a&id the Oregon and Transcontinental
account was taken up and a resolu
tion passed relieving tho committee
having it in charge from further duty.
The session was long and exciting.
Strong efforts wore made to rescind
the action, but without avail. Tho
president of the Oregon and Trans
continental said the aotion was a
frest surprise to him.
Gex. Geakt lives to see his sixty
third birthday, which anniversary oc
curs next Monday. Tho month of
April has been an eventful ono in the
life of the old commander. He was
bom en the 27th of April, 1822; ho
fought tho battle of Shiloh on tho Cth
and 7th of April 18C2; he crossed tho
Mississippi river to begin his Vicks
burg campaign on the 30th of April,
1863. He took command of tho army
of the Potomac on the 10th of April,
1864, and received the surrender of
the confederate army on tho 9th of
April,-1863. Not only inlthe life of Gen.
Grant, but in tho life of the nation,
the month of April has figured prom
inently. The firing upon Fort Sumter,
the first call for Union troops and the
assassination of Mr. Lincoln occurred
in April.

late with securing the suppression
of valuable information regarding the
resources of the country, and with
carrying on private explorations with
