Tmiuk is present inquiry in the Canadian parliament regarding the boundary line between Britii-h America and Alaska. It is thought in "well informed quarters that t hire may bo eomo unpleasant discussion between the United States and En gland regarding the definition of na tional boundaries. This boundary seems to be vague and indefinite. The fact that Alaska has until quite recently been a sort of ultima tliule has prevented any discussion, but now that our north west possessions begin to assume some prominence, the question of limits promises to be an interesting one. "When Secretary Seward bought Alaska from the Russians in 18G7, the document of sale contained the fol lowing regarding boundary lines: The eastern limit is the lino of de markation between the Russian and British possessions in North America, as established by the convention be tween Russia and Great Britain of February 10-28, 1825, and described in articles III and IV of said conven tion in the following terms: Com mencing from the southermost point of the island called Prince of "Wales island, which point lies in the par allel or ol dcg. 40 min. north latitude and between the ont hundred and thirty-first and one one hundred and thirty-third degree of west longitude I meridian of Greenwich); the said line shall ascend to the north along the channel called Portland channel us far as the point of the continent where it strikes the fifty sixth degree of north latitude: from this last men tioned point the line of demarkation shall follow the summit of the moun tains situated paiallel to the coast as far as the point of intersection of the one hundred and forty-first degree of west longitude (of the same meri dian), the meridian lino of the one hundred and forty-first degree, in its prolongation as far as the frozen ocean. IV. "With reference to the lino of demarkation laid down in the preced ing article it is understoed: First That the island called Prince of "Wales island shall belong wholly to Russia (now, by this concession to the United States). Second That whenever tho sum mit of the mountains which extend in a direction parallel to the coast from tho fifty-sixth degree of north latitude to tho point of intersection of the one hundred and forty-first degree of west longitude shall provo lo bo at tho distance of more than ten leagues from the ocean, the limit jot the Brit ish possessions and the line of coast which is to belong to Russia, as above mentioned (that is to say the limit to the posessions ceded by this conven tion), shajl bo formed by a lino paral lel to tho wiudi g of the coast and which shall never exceed the distance of ten marine leagues therefrom. The uncertainty that marks the ab ve is its chief characteristic. Al ready disputes have arisen. The En glish claim that the -'Portland chan nel" mentioned above does not mean theP irtiaudchauuel of the old charts, but a smaller ch nnel farther north. That interpretation would throw this ojuntry out of a largo area of valua ble fisheries aud timber land. Again it is observable that the line is to fel low tho bummit of the coast range, when such summit shall bo at a greater distaancc than ten marine leagues. But the mountains are not uniform in their tiend with the shore, so that when the btretch too far in land it is all right for England, but when they como within four or five miies of the sea it is all wrong for the United States. Tho fact that the territory in ques tion is the finest part of Alaska adds to the interest with which tho mat ter is invested and tho probability that there will be some move wheth or peaceable or otherwise toward more accurate definition of boundary lines in the near future. The word "Folger" is likoiy to get a place in tho dictionory of American politics similar to that given to the word "Boycott" in England and Ire land. The genesis of each word is nearly tho same and the meaning is not widely different. "Tho Blaine men, or h tlf-brceds of New York, led by their organ, the Tribune, defeated M , Folger fi r governor in 1882 by withho d ug the vote3 of his own par ty from him. An Ohio man now sa s that one wing of the Democrats of that state will "Folger" the other vnng next October meaning that they will refuso to vote for their can didates. Hence Mr. Arthur's secre tary of tho treasury is likely to go into history in a way different from that which ho expected, To "Folger" is in reality to "Boycott" at tho polls. Tnn Pacific Medical Journal re ferring to a recent writer who asserts that lumbermen are free from dys pepsia because they are in the habit of chewing gum, says that "if he would add to his suggestion of chew ing gum that of becoming a lumber man the remedy would be very effect ivo." "We want a look at tho books,'1 was a familiar campaign cry last Novem ber. "Well, our Democratic friends have had a look at the books, and Secretary Manning has made his first announcement regarding the publio debt, the amount of money on hand, etc. His statement tallies exactly with that of his predecessor, and thire does not seem to be any extra-o-dinary discoveries so far. That awful "$10a,000,030 of tho people's money'' is still there to the same ex te it that it was before the election, but "Mr. Manning's figures show what everybody with three grains of sense knew all the time, that it cannot be used, being held for a specific pur pose, xno democratic secretary shows in his elaborate report that there is exactly $22,259,025 cash on hand available to be used in paying the running expenses of the govern ment. Republican newspapers last October figured that on the 4th of March there would be $21,500,000; it seems there is a little over. The figures Mr. Manning gives aie interesting and instructive. The total net debt of tho United States at this time is $1,502,579,181. Twenty years ago, at the close of the little difii culty with Mr. Manning's friends, the debt was $2,700,000,000. Then there were 35,000,000 people; the amount per capita was $77: now wo are 57, 000,000; the amount per capita is $27. The population of Russia, accord ing to tho census of 18S2, is given at 77,879,521 in European Bussia, of whom 38,051,977 were males and 39, 227,544 females. The total population of the entire empire, including Fin land, was a little over 102,000,000, or about one twelfth of the population of tho globe. LA3DIBS.
