It is a recognized principle among English economists that every indus trious coloniat settled on British owned lands gives emuloymeut and sustenance to trom two to four or five ot the men that stay at home. While tho colonies continue to in ofGase in population there is a con stanlly increasing market for the home manufactures and merchandise, and to destroy colonists, or to em ploy them in the unprofitable pursuit of arms, "which "would amount to the same thing, would be equivalent to the destruction of wealth more pre cious even than blood. It has, there fore, long been England's policy, when her small army needed re-en forcement, to go into the man market and buy up certain thousands of the scum of tho earth, ''landless reso lutes to some deed of enterprise that hath a stomach in't." litis was done in tho ime of the Crimean war, but that historic fight came to an end without tho necessity of placing tho morceuaries in the field. Such men can be hired in numberless thou sands any day in Europe. "When the seizure of Mason andSlidell from the British mail steamer Tient by Com modore Wilkes came so near creating a rupture between England and this country, Germans, eagor for the bounty monoy that was expected to be offered, flocked over to London in great throngs to volunteer their ser vices for the war, and the recruiting oc?s at Westminster were besieged with applicants for the Queen's shil ling. Now, however, tho British min isters have found u new and appar ently exhaustions miuo of military wealth in the swarming populations of India. Their use now, only par tially commenced, is the solution of a complicated econrmical question. They make better fighting material than any whito mercenaries that can be hired amid the slums of Europe; their natural occupation is fighting; they live for warfare, and the country that can give them plenty of their natural employment com bined with good pay for what is pDor enough pay for tho English or American soldier is a princely maintenance for the sous of the Ori ont that conutry is sure to have faithful valiant service. Now, tho colonics of Eugland and her Indian empire, and Chinese control have not only been nearly altogether the re sult of wars fought for conquest and commerce sake, they are continual incentives to-war. The statesmen to whom tho name Great Britain is something more than a mere geo graphical expression, who regard the prestige and pow er of their county as more important than pounds ster ling, or a ponuy mjre or less on the income tax, these men know that it is to the existence nud maintenance of tho colonics and possessions of England that her wealth is attrib utable. Strip her to-day of Canada, tho Cape, New Zealaud, Australia and India, and she would have less weight in the councils of the world than Holland, or oven Spain. Nay, the probability would be that tho next great European w ir would be betwoen the remaining firit-class powers for the pjssess.on of the British Isles. Looking at it in this way, the gov erning classes ot England, certainly so far as material comforts and free dom of life are concerned are the most fortunate class on the globe; these men have always been prompt to resent insult, ready to fight on any or no provocation, and determined to uphold tho honor of their l:ig and the terror of their name wherever ship could-sail or battalion march. Dis aster to individual expeditions have but aioused to further and greater exertions and still more vast expend itures of blood and treasure. And why? Simply because these states men could see and understand that lack of prestige would mean loss of trade; that national honor trailed in tho dust meant a speedy and ruinous reluctiono commercial gains. '! would,'' said Mr. Bright once at a public meeting iu Newcastle, "I would that the British lion wer dead ou' right, where in Mr. Bright soW'd himself as short sighted a a one-sided politi cian can possibly be. Both his and Mr. Cobdeu's idea of a paradisiac England was the conversion of the land into one huge factory Sot the production of Manchester cottons and Birm'ngham clocks; their sole guage of the merits or demerits of this or that line of policy, the ques tion of ts present cost. Armies cost money, so tlo ships of war, and guns and gunpowder aud bayonets and all the other unpleasant imp'ements man has invented for the shedding of blood. Therefore, it would be much hrtter to disband the armies, soil the ships to the benighted people who still take delight in war, and turn all tho soldiers and sailors into artisans and fishermen. Guns might, of course, still bo made to sell, just as in Birmingham they manufacture idols for the heuthen, and send them out to the South Seas or the African coast in tho same vessels with tho mission aries, thus insuring the latter with plenty of material to preaoh againBt But guns for a British army, pooh! What need of an army? Are they not all a nation of contented shop-keepers whose last of slaughter was in cut ting the throat of the British lion? That -was about the ideal Bright and Oobden preached forty years ago; that was something like the condi tion that was predicted when 1851 ushered the first international exhi bition, the harbinger of perpetual peace, as it was fondly deemed to be. Suppose such an absurd picture were possible of realization, this is about the view taken of it by the governing classes before alluded to; "If we lose our military strength; if wo lose our military reputation; if the rest of tho world become thor oughly convinced that we will not fight upon any provocation whatever, how long should we retain our col onies? And, with the colonies gone, some into the possession of one or other of the nations that will fight, how muoh of our trade would remain to keep tho factories that the followers of Cobden would establish in the place of army and navy in ac tive operation?" According to the London World, Canon Farrar, one of the moat emi nent men in the church of England, rejects completely the popular ideas in regard to the inspiration of the Scriptures, andsays that the doctrine of verbal, plenary inspiration of ev ery book, and every verse and every word in the Bible is a yoke around the necks of Christian people, "a poet-reformation dogma utterly un tenable, tho daughter of an unspirit ual superstition and the mother ot a casuistioal tyranny." A NEwsrArEB which has twice re cently erred in announcing the death of people, announces that here after any one bringing news of a death at an hour so late as to make verifi cation impracticable must bo accom panied by the tho remains, not nec essarily for publication, but as a guarantee of good faith.
