.4AT INTERESTING CASE.
Ik the case of Barclay Henley, of
California, the only Democratic can
didate for congress from this coast
that was elected last year, an inter
esting question is raised as to bis
eligibility to represent California in
congress. Prominent Democrats
whom he has disappointed in oppos
ing for office say that he is a Mexi
can citizen. Chief Justice Field, the
most prominent Democrat in Cali
fornia, says- that Henley is not an
American citizen.
The story is that after fighting
under the stars and bars throughout
the "war, Mr. Henley declared he
cjuld not live under the stars and
stripes, and with several other cham
pions of the lost cause emigrated to
Mexico; that while there he re
nounced all allegiance to the United
States, and announced his intention
of becoming a citizen of Mexico;
that he was duly admitted to Mexi
can citizenship; and that, when he
found he didn't like Mexico and re
turned to this country, he took no
steps to renounce his Mexican citi
zenship. If this is the case, he is
now a foreigner and is not eligible to
congress, or even entitled to exercise
the franchise. Our laws fully recog
nize the right of expatriation, and so
far as appears, an American can ex
patriate himself as often as he wauts
and resume his American citizenship
afterward. But to do so ho must go
through the same formalities as other
foreigners observe; declare his inten
tion, take an oath of allegiance, and
obtain his final papers. If Mr. Hen
ley became a Mexican citizen and
neglected to go through the formali
ties required by law to resume his
American citizenship, he is a Mexican
still. Probably the antagonism of
such a man as Justice Field will
cause Mr. Henley to produce his pa
pers if he has them and prove his
right to represent the golden state at
the national capital.
CosisnssioxER of the general land
office Sparks is in earnest in his order
declaring the Southern Pacific rail
road has no claim to 500,000 acres of
land in Southern California, which
ho has decided is open to settlement
An immense amount of litigation will
result, no donbt, for the supposition
is that the railroad company will
fight for the road in question, but it
will find that Sparks cannot be so
easily controlled as some land com
missioners have been. A few days
after Sparks was confirmed he re
ceived a call from the New York coun
sel of the Pacific Riilway. They
complained that the land office had
"held up" a number of their cases,
some of them for as long as twenty
four months. They asked Sparks to
look into what they declared to be a
gross injustice. Sparks promised
that he would do so, and a few days
afterward ho informed them that the
cases in question had been properly
held up, and would continue to be
held up until the railroad company
complied in every particular with the
law, adding that, as far as he had been
able to observe from a hasty examin
ation into the matter, the railroad had
been acting as it it owned the land
office.
A New Yoke special says in regard
to the story that an American syndi
cate has beeu formed to colonize
American citizens at Nicaragua, it is
learned that the company has secured
some concessions from the Nicara
guan government by which tho men
already sent there are kept at work.
Among those said to be engaged in
the scheme are prominent politicians
of Michigan and beveral gentlemen in
New York, who aro close to the pres
ent administration. It is whispered
around that government aid will not
be wanting in a quiet way to carry
out the project

war began. Thirty-nine days before
Abraham Liucoln had been inaugu
rated president of the United States
at JVashington, and fifty-three days
before Jefferson Davis had been in
augurated president of the confeder
ate states at Montgomery, Alabama.
Thebe are more applicants at
"Washington for positions as inspect
ors of seal fisheries in Alaska than for
any other four positions that are to
be given away. These places pay
from S6 to $10 per day.

Express thinks this is a relief, as there
have been grave fears that he got
them by rising earlier than his neigh
bors. The sultan of Morocco has 1,000
wives; the president of the United
States has none.
The Mahdi is beginning to pay the
penalty of too much prominence,
even in the Soudan. The telegraph
ic reports that ho is in constant fear
of assassination are probably not
without foundation. The whole his-
tory of upper Egypt has been one of
intrigue and murder and from the
timo when the Turk first gained a
foothold there no leader of promi
nence has been safe from tho dagger
of some rival. I he tribal leaders are
intensely jealous of the growing pow
er of any one man and have always
in such cases lesorted to the simple
remedy of killing him.
Thebe is a wide-spread and serious
prevalence of disorders of the kidneys;
and of various diseases caused by the
imperfect operation of the kidneys
and liver. AccorJing to Boberts,
lhompson, and other recognized au
thorities, kidney disorders are
very common, but the obscurity of
their positive symptoms is so marked
that many people, ill and out of sorts
generally, are really victims of kid
ney complaint, and they and their
physician do not realize it Rheumat
ic painB, irregular appetite, frequent
head ache, chills and fever, ''blues,"
hot anddry skin, sour stomach, dys
pepsia, irregular action of the bowels,
nervous irritability, muscular sore
ness, cramps, languor, impairment of
memory, loss of virility, are among
the preliminary evidence of coming
kidney and liver derangements. As
tho disease develops then follow
lame back, swelling ankles, pale face,
scalding sensations, tho water some
times being very light and abundant;
at others, scarce, dark-colored and
frothy, and abounding in sediment,
and, under the microscope, in albumen
and tube casts. If the deranged kid
neys are not properly attended to,
there is danger of the terrible Bright's
Disease hitherto considered incur
able, which is a consumption or de
struction of the kidneys, tho near
approach of which alarming disor
der should awaken tho liveliest con
cern, for it soon hurries one into tho
grave, unless promptly checked.
Disordered kidneys have tho un
fortunate effect also of weakening the
vigor of the liver, as indicated if one
has, besides the above symptoms,
yellow spotted skin, fat covered eye
balls, frontal headache after eating,
-burning and itching skin, cold ex
tremities, hot head, bad circulation
of blood, sick headache, nausea, light
coHftcd evacuations, constipation,
piles, variable appetite and feelings,
dizziness, blurred eyesight, liver
cough, ague, chills, fevers, wakeful
ness at night, drowsiness by day, etc.
These are some of the commoner
symptoms as laid down by leading
medical authorities, and -with them
in view one ought not to have much
trouble in ascertaining if ho is suf
fering from disorders of these great
organs.
These observations have been called
forth by a double-column article
which appears in another place in
this paper. Skeptical of some of
the statements made therein, and at
other times by tho same persons, we
have been led to make a little study
of the matter ourselves, with the
above result These diseases prevail
amongst young and old everywhere,
resulting in terrible and untimely
deaths; they take off more people
than epidemics; physicians report
death as occuring from such diseases
as apoplexy, paralysis, convulsions,
heart disease, pneumonia, fevera,
etc., when in reality these disorders
are often secondary to Bright's Dis
ease, and would seldom occur were
the kidneys in healthy working con
dition, Hence, from personal, knowl
edge, or from the trustworthy exper
ience of other competent judges, we
believe there is no preparation equal
to the remedy that is so prominently
mentioned elsewhere in this issue,
for preventing and curing the dan
gerous disorders of which we have
written. It has had an extraordinary
sale, is everywhere commended, the
record of its work seems indisput
able, its manufacturers are reputed to
be men of the highest standing. Wo
hold, therefore, that not to use it, if
needed, would bo a crime against
one's supremest interests, especially
at this time when, threatened by a
fearful epidemic, it is of the highest
importance, according to Dr. Koch,
the celebrated German cholera spec
ialist, that we keep tho kidneys, liver
and digestive organs in healthy ac
tion, if the scourge would be escaped.
