Sharp Practice by Soatliri-n Pacific
Washington, April 11.-- General J
Sparks has found evidence of an at-j
tempt to steal over 500,000 acres of
land in defiance of an order of Sec-I
retary Lamar, issued a few days oe
fore General Sparks took possession
of the land ofiice. For a number of
yeara the Southern Pacific Eailroad
company has claimed the 13,000,000
acres assigned to it by the Texas Pa
cific railroad. Congress at its last
session declared this grant forfeited
and directed that the land be returned
to the public domain. On March 18th
Secretary Lamar issued an order di
recting the registers of the various
laud offices throughout the couutry
to hold these lands subject to entry
and settlement. In the survey of the
Southern Pacific road it laps at the
junction with the Texas Pacific in
such a manner that for a number of
miles it runs across the lands of the
Texas Pacific grant, i
After Lamar had issued his order,
the agents of the road, anxious to
save something out of the wreck of
13,000,000 acres, applied through their
friends in the land office to have the
lands adjoining their road, where it
laps upon the Texas Pacific, exempt
from the order. Such an exemption
was made and was issued on March
18th by Acting Land Commissioner
Harrison The tract exempted em
braces nearly 600,000 acres of land.
This violation of Lamar's order was
very quietly accomplished. It was
only yesterday that Sparks discov
ered it. He called upon Harrison to
explain his extraordinary order.
Harrison said thnt he had signed it
merely in a routine way. This is the
favorite defense for everything un
earthed in the departments. The
order was traced back to the chief
aud the head of the railroad division
in the bureau, but neither one of
them would assnme the responsibili
ty of it.
General Sparks intends to carefully
investigate the whole subject and
find out who is responsible. There
is no defense to be made. It was a
deliberate a theft as was ever planned,
for if the order could have stood un
disturbed for a number of years, it
would have given the Southern Pa
cific road a good claim to try the
case in the courts.

London, April 11. Of all the men-of-war
ordered into commission in
view of the complications with Rus
sia, onlv one is ready. The main
difficulty is in finding competent
crews. The naval barracks are de
pleted, and sailors out of a job prefer
the merchant service It is thought
the government will be compelled to
utilize 2,000 coast guardsmen. They
are all sailors and mostly belong to
the naval reserve. Mauy of them
have been on ornamental duty for
years, but they know how to haul and
steer, and could upon occasion work

gold coins. Her only ornaments were

will reside for the present at the Gait
House, but will probably take an ele
gant residence in the southern part
of the city later on. The wedding
