In an editorial on Russian finance, the Ti mts says: "Russia is living largely on government exactions that the people are rapidly becoming less able to bear. Extension or territory bringsno relief of exchequer. This condition of things must terminate in smash. English investors will be wise not to subscribe another sover eign to the Russian loan." Unless reparation is af forded, not by the help of golden bridges, but in accordance with our distinct and stern demands, we must do our duty by India and ourselves, andwage such a war as will insure to India repose for half a century." THE AMEER'S ARMS. Vienna, April 9. It is learned from St. Petersburg that tho ameer of Afghanistan's plan of the campaign in connection with the English army, iu caso of a war with Russia, is about as follews: The ameer's troops are divided into four corns d' armee, one of which remains in Cabnl, while the other three have taken np positions against Russia. The three corps embrace 27,000 infantry, 8,800 cavalry, and 116 guns. These corps d' armee stand at present in Herat, in Tachta pul and in Saripnl. Together with the troops at Cabul the ameer has an army of 67,000 men. Russia has mo bilized two divisions which have been sent to tho trans-Caspian. As indica tion of the feeling in Caucasus it is asserted that Mohammedans there are convinced that .Turkey stands on the side of Russia. A letter received from Meshed, states it was at that time nimored that recently r the Afghans had sent a force out from Herat, and that this force had nttacked the Russian troops in Znlfikar pass, and compelled them to retreat from tho pass. The Morning Post states that Gen eral Wolsely has been ordered to withdraw one-third of his entire force from the Soudan for service else where. It is stated the British government is bnyhig hundreds of horses in Can ada for military service. Montreal, April 9. A well known detective of this eitv saws he has made to the government an offer that for S10,000 he will deliver Louis Riel into its hands, dead or alive. Capetown. April 9. In a terrible hurricane at Tamatay, Madagascar, on the 25th of February, twelve ves sels foundered in the harbor, five French and six native vessels and the American bark Sarah Hobarl.
