The city of Herat, which is. under ie present indications, the prize for lb which both .England and Itussia nro ultimately contending, possesses a geographical importance of such a nature as bas for many centuries made it the central point for furious fighting among tribesmen and nations. Again and again it bas been madethe foctif for Persian fury and ambition, aud it is only by continual hard fight ing that it now remains in the hands of the ameer of Afghanistan. When England obtaiued, by intrigue,chicane and hard fighting, the dominant con trol of Hindostan, she fully recog nized Her?t as one of the points d'appi from which an enemy might threaten that dominance, and hence it became the fashion to name the city ''Ihe gate of India." Situated picturesquely upon a spur of the Hin doo Koosh range, and surrounded by a bewilding network of deeply irri gated rico fields so bewilding that cavalry operations are made impos sible with auy freedom of action -Herat is at the same time powerfully fortified artificially, ltecent Russicn travelers have averred that nowhere in the east is the art of canalization carried on so thoroughly or on so vast a scale as it has been in the val ley of Herat, where the waters of the Hari-Eood aro utilized to the utmost extent. This state of circumstances naturally makes Herat a valuable base of supplies for any army that maybe fortunate enough to obtain possession of it It is, therefore, no wonder that Herat has become a sin gularly important point of central Asaian commerce, roads forking fiom it into Persia, to Cabul, to Candabar, to Beloochistan, and northward through the Merv oasis, and Turkes tan, more especially that part of Turkestan which is known as Bok hara. The city is nearly quadrangu lar, with faces about a mile long, nd the high inner wall of defense is pierced by four gates, pointing to ward diflerent great cities with which it has communication. Thus, for in stance, the great gates in the cele brated walls of Delhi were known as the Lahore gate, Cashmere gate, aud so on. The stupendous earthwork upon which Herat is built has been the wonder of modern times, being, according to Sir Henry Kawlin son, the great English authority on eastern matters, 250 feet in width at the base, HO feet high, crowned by a wall 25 feet high and 14 wide at the base, and supported by no fewer than 15() circular towers, which again are protected by a ditch 45 feet wide and 15 in depth. There have been disputes about the true strength of the fortress. In 1&1G General Terrier, of the British army, gave it as his opinion that the place was only an immense redoubt which a European army could reduce iu twenty days, but it is significant that in 1837, with the assistance of two English engineer-lieutenants, the-Heratees successfully held at bay for fen months a Persian army of 35,000 men, supported by'fifty pieces of artillery, which were in many cases directed by expert Russian o.ffi- cdrs. The mosques of Herat are made exceedingly picturesque by blnish tasseled tiles; the bazaars are rich, and swarm day and night 'with mot lev croups of men drawn from every part of central Asia, Afghanistan and India; and bearing in mind all these facts, together with the fortuitous geographical position of Herat, it is no wonder that the famous city is coveted both by Russia and England. It possesses the unenviable reputa tion of being one of those cities so happily situated by nature that it must become perpetually the object of every powerful nation placed in its vicinity. London, April 7. Tho government is continuing its preparations for arming fast ocean steamers. Work on the Anchor line steamer America, and the Cuuard steamer Oregon will be begun to-morrow. These steamers will receive an armament of ten guns each, and each will have transporta tion facilities for 1500 men. Every movement of Russian vessels in all parls of the world is watched, and if war were declared to-morrow a vast tonnage of Russian cargoes new alloat would be liable to capture. Loxiio.v,. April 7. -Lord Granville has forwarded a dispatch to the Brit ish ambassador at St Petersburg re fusing to accede to the request of the Russian foreign minister to extend the line of the debatable zone on the Russo-Afghan frontier to-thoPara-pamisus mountains. Earl Granville insists that tho lesser line be the far thest limit, aud urges an early meet ing of the joint boundary commis sion. CiTr of Mexico, (via Galvestou,) April 7. Tho president of Salvador is not yet certain of victor in spite of the death of Barrios, and wants tho active aid of Mexico in order to terminate the war quickly, with as little loss of life as possible. It is thought hare now that President Diaz will accede to Salvador's request, and that congress will grant the neces sary authority for a declaration of war. Paris, April 7. The preliminaries of peace between France and China stipulate that hostilities shall cease on the 10th inst, and that the Chi nese shall evacnate the Red river delta on the 20th, and other positions gradually, while the French shall occupy Formosa and Pheng-Hoo, en force the blockade of rice boats and search neutrals until a definitive treaty of peace has been signed. St. Petersburg, April 7. The Russian government is making ac tive preparations to put the great naval and military station of Cron stadt in a state of complete defense.
