It is said that a proposition was submitted to President Cleveland, on Saturday, by Dr. Demargo on behalf of the United States of Colombia, having reference to the acquirement by the United States of commercial supremacy in the South American States. The females now outnumber the males by 700,400, and "the dispro portion is likely to be increased, as tho stress of competition drives youn? men to foreign lands to seek their fortunes. Uxited States army officers on this coast have organized tho military association of the Pacific. The presi dent is Maj.-Gcn. John Pope; vice presidents, Col. A. V. Kautz, eighth infantry; Lieut Col. EL M. Lazelle, twenty-third infantry; Maj. E. T. Frank, first artillery; secretary and treasurer, First Lieut. Adam Slaker, first artillery. Executive committee Lieut. Col. H. M. Lazelle, Capt. W. L. Haskin, first artillery; First Lieut. Edward J. IrcClernand, second cav alry. The object of the association is to enable ils members to inter change ideas, with a view of stimulat ing exertion and encouraging study and research. The United Slates vessels on the Pacific station, are the Hartford, a screw steamer of U guns and 1,800 tons burden; the Sltenandoali, a screw steamer of 9 guns and 929 tons; the Lackawanna, a screw steamer of 9 guns and 2,220 tons; the Wachusett, screw, seven guns and G95 tons; Iro quois, of the same number of guns and tonnage. The Hartford has left Valparaiso for tho Hawaiian islands, and will reach San Francisco some time in May. Tho Lackawanna is now at Mare island, and will go out of commission about the mid dle of this month. Trrn Yakima Republican says: Nel son Bennett, railroad contractor, much prefers to employ white men to Chinese. Eecently he wanted 200 white men for this division and tele graphed the company's officials at St Paul to know if the men could be ob tained in that section. Steps were immediately taken to enlist the men from the Scandinavian settlers of Minnesota. A proposition was made to men with families only. Tho com pany offers to bring them from St. Paul to North Yakima at a rate of $25 for adults and $12.50 for children, and to carry their household and other goods at tho rate of $100 per car, which is only half the usual rates. Tho families are coming. Similar propositions at slightly increased rates have been made to a like class of settlors in Manitoba, who desire to come to "Washington, and the arrival of a large party from that quarter may bo anticipated at no distant day. These parties are promised work for one year at $2 per day, Ix an exhaustive article on canned goods, The London Medical Times says: "The evidence derived from communities almost or entirely de pendent upon tinned food is over whelming in favor of its wholesome ness. Wo believe that the public is itself mainly responsible for the scare, if scare there be, in this matter of tinned foods, and that, so far as is possible in human affairs, the evil re sults we hear of every now and again may always be avoided by exercising in the case of imned articles of diet just so much care as should bo be stowed upon the purchase and the after treatment of ordinary butchers' meat" Commenting editorially in the same strain, the Liverpool Mer cury concludes by saying: 44It can hardly bo doubted that as the modes of preserving are improved and per fected, and the quality of the meats and fruits supplied becomes more uniform and reliable, the trade will very considerably increase. A great future" is before it. Abundant sup plies on the one hand.and waiting and expectant consumers on the other, should resnlt in a oommeroe beneficial to all concerned." Blac-e, says a Washington corre spondent, is still busy on his new book. He expects to have it com pleted by the middle of the summer, and is very well pleased with what he has already done. He has a critical eye, and has the rare'quality of being as able to criticise bis own work as that of another. He expects this work to live and to give him a name when along line of ex-presidents have sunk out of sight He is reported to have been very well pleased with Mr. Cleveland, and to have expressed the opinion, afterhis call upon Mr. Cleve land at the White house a few days ago, that the new administration would be a success. He thinks Mr. Cleveland meant every word he said in his inaugural, and that he is not to be moved or shaken in his deter mination by any amount of political pressure. It is the general impres sion here in Washington that Mr. Blaine feels friendly towards Mr. Cleveland and thinks it will be the duty of the Eepublicans in congress to give the president every possible backing in carrying out the policy he has laid down. Phelps of Burlington, Vermont, to the court of St. James was a veritable surprise to all; not only was Mr. Phelp3 unknown to tho general public, but Vermont is the very Gibraltar of Republicanism, and nobody ever imagined that that stato would pluok one of tho finest plums which it is in the power of the executive to jiive. Mr. Phelp3, however little known to the publio, has an excellent record as a law yer, and is a professor in the law school of Yale college. In his native oity of Burlington he is one of the most promi nent barristers. He is CO years of age. His father, Samuel S. Phelps, was a Erozsment lawyer ana wing politician 01 is day, having for several years occupied the positition of judge of the supreme oourt of Vermont and was twice in the state senate. The new minister studied law with Senator Edmunds. He is an ex- president of the American bar associa tion. He has also been prominent in the counsels of the Democratic party, and was several times their candidate for governor of Vermont, but has as far as known held no public office. As a lecturer before the graduating class of Yale he U most popular with tho students, and his convictions on the tariff question lean to free trade. He is counsel for the Vermcnt Central railroad, while! serving on a committee of the American bar association which was appointed to con sider the subject of the relief of the pressure of business in the. supreme court ot the United States. Mr. Phelps was most prominent in debate, which is moro remarkable when wo consider that the committeo was made up of such men as John w. btevenson, of Jty.; liu f us King, of O.; A. R. Lawton, of Qp.; O. S. Bradley, of B. I.: H. Hitchcock, of Mo., O. Parker of N. J., and "W. M. Ev arts of New York. He presided at the annual dinner of the bar association at Saratoga in 18S3. On the whole Mr. Phelps represents tho best clement of his party, and cultivated, learned, wittv. and practical as he is, he cannot help make his influence felt in the position to which ne nas oeen elevated.
