The war office has received a dis patch from General de Lisle, com mander of the French forces in Ton- qnin. statinc that Chinese in large numbers are continually harrassing the French troops in their retreat from Langson. Pabis, April 1 A dispatch dated Hanoi this morning states that tho situation of the French army there is critical. A large Chinese force, un der European leaders, the dispatch says, is endeavoring to cut off the French retreat. General JMegner nas arrived at Hanoi. He is making good progress toward recovery' from his wound. The people at Hanoi are calm. Paris, April 1. M. Ferry to-day handed President Grevy a dispatch which he had just received, stating the Chinese government had accepted lorry s proposals for peace, aud wished to fix a date for the evacua tion of positions now occupied by Chi nese. The dispatch was dated subse quent to the defeat of the French forces. BCSSIA IS WIIibTXa. London, April L Tho Fall Mull Gazttte this afternoon states that Russia's answer to England's propos al on the Afghan question amounts to a cordial acceptance of the pro posals as made by Earl Granville, British foreigh minister. The Gazette says Russia consents to accept as de batable territory the zone laid out as such by England and accepts the principle that the frontier line shall not be drawn further south than Karezelias and Chameniebid or fur ther north than Shirtepe and Sari yozi. This leaves as the only point still to be discussed, the Russian sug gestion that it would be more practi cable if tho zone of survey overlapped or 'roughly 'defined the zone of de batable land in order to allow for topographical or ethnographical con ditions not expected. This suggested extension of the zone of survey, as it would carry tho zono to the south of tho boundary line run by TiL Lessar, the Russian commissioner appointed to meet Sir Peter Lumsden, British commibsioner, to arrange the Afghan boundary dispute, may yot prove se rious enough. The Gazette thinks this will cause further difficulty. TO BE ATTACKED. London, April 1. A later dispatch from Sankem says it is expected the British attack upon Tamai will be made to-morrow. There appears to be about 12,000 Arabs between Aasheen and Tamai. ASPINWALL IN ASHES. Washington, April 1. The follow ing dispatch from Commander Kane of the Galena has just been received by the secretary of the navy: "Aspiu wall is in ashes, burnt by the insur gents to escape capture by the gov ernment troops. The Pacific Mail dock and railroad property on the north end of the island, and canal property at Crispol, aro the only buildings saved. Shipping safe. Have all my force on shore protecting prop erty. My ship is crowded with refu gees. Thousands are destitute and without shelter." New York, April L A dispatch re ceived at the office of the Panama railroad company in this city, gives the following account of tho destruc tion of the city of Colon, or Aspin wnll: . "The revolutionists have de stroyed Colon by fire. Tho wharf of the Pacific mail steamship company is the only one that remains standing. Shops and property on the beach were saved. Stop all freights. We need six wharf building gangs, mate rial for construction of wharfs, pile drivers, etc. Charter a steamer and supply us with ample provisions to sustain gangs while at work. Schofield in the defense of Gnitean, has for the third lime asked congress for an appropriation of 3,000 in pay ment for such services, without suc cess. Almost everybody who had anything to da with the trial on either side has seen more or less ill fortune since. Some of the fatalities and distresses that have visited many of those who wcro connected with the trial on cither side has seoa more or brought in contact in any way with the assassin, present remarkable coincidences when his predictions, spiteful and maniac like ejaculations and cnrse3 arc called to mind It i? not the least striking of these coin cidences that the Republican party was defeated last fall. In one of Guiteau's moments of real or as sumed passion, not long before his execution, he held his biblo high in air and vith his oyes rolling and teeth gnashing said that the party was doomed and that the last Repub lican president was serving. At the same time he pronounced some ram bling maledictions against President Arthur, in which he asserted that his partv would repudiate him and nom inate Blaiue aud then be swept ont of existence. At another lime, when he was al most foaming with passion, he shout ed: "Aly inspired act prevented an outbreak of war, and when yon have murdered me yon will find it out." It has been noticed by some people here as a coincidence worth noticing, be cause so striking, that but for Presi dent Arthur's peremptory change of Mr. Blaine's policy which the secre tary of state insisted was Garfield's policy--there was more than even chance that we should have had a war with Chile. Many thought so, at least, among them the president him self. Another curious coincidence many find between Guiteau's prediction that his act would put a stop to fac tional fighting iu the Republican par ty and the actual cessation of the hot conflict that was waged when he fired his pistol. The sudden death of his wife, his practi cal suspension during the star routo trials and the loss of his office are the chief misfortunes, though by no means the only ones that have befall en him since tho trial. Two of the officers who had Gnitean in charge have died, one having been murdered. Of the jury that convicted him, one has died, one has been in an insane asylum, two have failed in business and some of the rest havo seen noth ing but trouble since the verdict was rendered. The judge who sentenced Guiteau was the owner of a hotel building that, without warning, col lapsed one night last summer, killing several people and causing a heavy pecuniary loss. One of the physi cians who testified that Guiteau was sane was afterwards murderously at tacked by an insane patient; another had serious legal trouble, whilo the noted alienist who insisted that the assassin was not responsible for his act, died suddenly in the prime of life, and with an eneviablo and in creasing reputation as a specialist. The domestic troubles of Mr. Scoville, tho brother-in-law who defended Gni tean, developed at last into a public scandal, followed by a divorce. Dr. Woodward s death was hastened, it is believed, by the nervous strain caused by his attendance ou the dving presi dent, while Dr. Bliss, who suffered very greatly in health by reason of the sleepless care of uarheld, found after the president's death that his practice was scattered and had to meet other embarrassments. Marshal Henry, who had Guiteau in charge, was removed from office not long atter in some disgrace, whilo Garfield's steward, Crump, laid the foundation for organic diseases by Jus faithful nursing of the president, and other misfortunes were entailed, so that he had nt last to elk out a living by keep ing a cheap restaurant in a basement.
