The United States inspector of steam vessels in Portlond has received instruc tions from Washington, forbdding him from issuing original licenses to pilots of steam vessels except on tho official certificate of the surgeon of the marina hospital service that the applicant is free from the defect known as color-blindness. If the applicant is color blind he may be allowed at the discretion of the inspector to run on vessels, in daytime only. By the order also the roasters of vessels are required to exclude from the pilot-houses of their steamers all persons not connected with the navigation of the vessel unless by Bpecial permission of the inspector, and then no one can be allowed inside tho pilot-house who would interfere with the duties of the pilot in anywav.
