Thei had an old-fashioned debate in the Massachusetts legislature re cently, over a bill abolishing the rule which makes the testimony of per sons who do not believe in the exist ence of a God inadmissible in the courts of justice. The facts of daily life, as observed by everybody, shows that there is no perceptible difference in the matter of truth-telling between people who say they do not believe in the existence of a God and those who say they do. A dec laration cf this belief is in fact so easy, and does a man so much good with his neighbors, that nearly all liars make it as a matter of course. A man needs to be very honest and truthful to deny the existence of a God, and as a general rule the testi mony of such men is as apt to be reliable as that of professed believers. The principle that religious belief has nothing to do, and ought to have nothing to do, with a man's credibility as a .witness is now acknowledged in the jurisprudence of most civilized countries, including twenty-eight states of this union. But the "Massa chusetts senate rejected it sternly by 21 to 10, after a luminous debate. One senator held that a man who "denied under the genial sunlight his belief in the Author of that radiance," ought to be punished for it in some way. Another senator opposed putting the man who denied the existence of a God "on an equality with tho man who devoutly acknowledged it" The object of a court of law in examining witnesses is to find out the truth about a particular transaction, and not to discourage infidelity. No man conducts his business or his social life on tho assumption that atheists are untruthful or dishonest; "and to administer justice so as to deprive him of important testimony in his favor, on such a theory, is monstrous as well as barbarous. The Central Pacific Railroad Com pany has issued a $10,000,000 con vertible loan, for tho purpose of funding into a long bond the greater part of its accumulated floating debt, and to provide for completion of the Oregon division and other additions to the property. The company has expended on construction and better ments during the past five years, near ly $10,000,000, not included in the op erating expenses,and against which no stock or bonds have been issued, and during the past ten years more than $14,000,000. During the same period the net funded debt has decreased by land sales and sinking fund, nearly $8,000,000. The new bonds bear 6 per cent, interest, and run thirty years. Already $5,000,000 has been taken at par by holders of the un funded debt Provision is made in the bonds allowing conversion of the principal sum into capital stock with in eight years, but no exchange will be made at less than $50 per share. Majob Burke, of New Orleans ex position fame, is credited with a dis covery concerning the civil service rules which is causing some excite ment, and is being used to stir up sentiment against tho civil .service law. The regulations which have been adopted by the civil service com missioners provide that no person shall be permitted to make applica tion for clerical positions in the post office department who is over 35, and thafito person shall be permitted to make application for position in the treasury department who is over 45, unless in either case tho applicant may chance to have been an honorably discharged union soldier or sailor. A strict interpretation of this rule would exclude any person who was in the confederate army from any cleri cal position in the postoffico depart ment if he was more than 11 years of age in 1800, or from services under the treasury if ho was more than 21 years of age when the war began. The Democracy aro "examining the books." A Washington dispatch says : In a.very qxtiet way, secure from all observation, the examination of the books of the treasury has been going on for some days. Tho expert is C. N. Jordan, ex-cashier of the Third National bank of Now York, a friend of Secretary Manning. It is not yet known how far back the investigation will be made, but from the papers called for, it is not improbable that eighteen or twenty years will be cov ered. The only assistant the expert has is a shorthand writer from the treasury force. Tho two gentlemen are locked in a room on the second floor. E. D. Clabk, of Vicksburg, Miss., the newly appointed assistant secre tary of the interior, died last Monday, Blaine's opinion of President Cleveland has been announced "through private sources," and he is quoted as saying: "Cleveland is a man of great backbone, and 13 not likely to yield to the pressure brought upon him." He thinks the president's course will alienate the greater portion of the Democratic party, and when congress meets again Cleveland will have to look to the Kepublican minority for support. CosrroBT for smokers is fonnd in the current number of the British Medical Journal, which denies the possibility of smoking having caused the cancer with which General Grant is now afflicted. The Journal says that the risk of cancer in the throat incurred by Bmokera is infinitesimal, and it denounces the anti-tobacconists for seeking to make capital for their particular fad out of the suffer ings of a great man. Mb. Batabd's friends say that his attitude during the war was that of "a quiet observer of affairs." It is to be hoped that his observations in those eventful years convinced him that ho was decidedly mistaken when he said, in a speech soon after the at tack on Fort Sumter, that "two Amer ican confederacies could exist side by siae. ' The Atlanta Constitution says: "It is in the power of Mr. Cleveland and his advisers to bury forever the preju dice of section that has for forty years estranged our people, and this, if ac complished, will be the chief glory of the restoration. Tt is needless to say that with all its heart and all its strength tho south will hold up the president's hands in this work." Edwabd J. Phelps, of Vermont, has been nominated minister to Great Britain; Kobert MoLane, of. Mary land, minister to France; George H. Pendleton, of Ohio, minister to Ger many; H.IR. Jackson, of Georgia, min ister to Mexico. Pendleton was con firmed by the senate last Monday. When a Republican hears a disap pointed Democrat denouncing Cleve land, he should whisper mildly in his ear tho words of Gen. Bragg, of "Wis consin, in the Chicago conventien: "Wo love him for the enemies he has made." The secretary of state is informed by the United States minister at Stockholm that the Swedish diet has voted to admit pork, all grain, flour and meat into ports of Sweden duty free.
