LorisviLiiE, March 17.- Of the tie-' feat of Phil Thompson and tne ap-' point ment of filler for commissioner of internal revenue, ?ifr. Wattersonl says in this morninfl f'ourb i-onr-! vel: g We are not prepared to accept the,ron in these waters. TJip secretnr g defeat of Pliil Thompson as a declar- replied: E . ation of war by the president niou "We wish to be prepared for anv v- .a " "i ccuui- .eimui. ui-i iiiui u t appointment oi .Miller or Weal ir- 53 gium, as eviuence mai it is tne pur o poe of the administration to ?et it s' self against internal revenue taxes , -which pay more than one-half of the g, expenses of the government, and j without which there conld be no ad equate reduction of enstom house du ties. Personally and locally, we very much regret the decision, but we trust that the apprehension of those who have a -right to a fair interpreta tion and execution of the internal ! tion revenue laws and have regarded West Virginia as hostile to them and their interests, will be disappointed. The question is an economic one. and wo shall bo slow to believe that it will be treated by the president and his nd visore in a narrow spirit. It will be given out, of course, that this is a triumph of Air. Randall over Mr. Car lisle. That, however, will depend al together upon future developments. If the president allies himself to Mr. lvandall he will do it openly and not clandestinely. If he does,it will in volve a hopeless split of the party and a new array of political forces. We want no such conflict, and shall do all in onr power to avoid it. But if, against the protest of an overwhelm ing majority of the Democrats, it should come to pass, the advocates of n sound and honest revenue system will not be found unequal to it. In affairs of this sort it is best to have no concealments, Dangers aie oft- inues avoiuett oy going out lo meet them. The president might have evaded an issue by the familiar expe- uienr oi me appointment or a. third party, neutral or he niav consider. and he may be right in considering, that there is no issue at all. We are iuclined to think there is; and that it is not encouraging to the friends of the real revenue reform, but we shall wait with equanimity the course of events. EXCITEMENT OVER A RF3I0R. New York, Itfarch 174 a. m. The newspaper world is in commotion thi3 morninjr over a report of the death of General Grant, lleporters are fly inpr in all directions, rushing to the residence of General Grant and liis several physicians, while the telegraph is busy bearing messages to the same place and people. General Grant's home is fully half an hour's quick drive from the nearest newspaper of fice, and verification is necessarily slow. Dr. Fordyce Barker telegraphs as follews: March 17, 4 a. si. To William Henry Smith, manager of the asso ciated press: I have not heard any thing of the kind. (The rumor of the death of General Grant) I saw the general at 2 yesterday. Fordyce Barker. All the New York papers are .ready to issue extra editions, should the re port prove true. New York, March 16. General Grant passed a bad night, slept none and is not quite so well to-daj-. After visitincr General Grant Dr. Douglas returned to his office at mid night, an hour later than usual. He stated that he had remained at the general's house until the patient had gone asleep. The doctor said: "Gen eral Grant did not sleep at all Sunday night He slept this afternoon. To night he was bright and chatted with friends. His pulse is good; his tem perature is 99.02." A Joke on Ex-Senator (J win. New York, March 17. The Tri bune says: Ex-Senator Gwin ar rived at the hotel lecently from Wash ington. A reporter heard him say, as tne oierx onerea mm a pen- -with -which to register: "No, I won't reg ister. If I do. nilhave a dozen news paper fellows running after me in the morning. The reporter sent the ex senator's name where it would be an nounced among the hotel arrivals next morning in all the papers, and then took pains to keep all the news paper men from going to see the Cali fornian. If Gwin sees this he will know for the first time why he "was not considered of enough importance to have a dozen newspaper fellows running after him. "It VTs Yerj Disagreeable." This is what the hunter said on returning from a night spent in storm nnd darkness amid the growls of bears, the howls of wolves and the expected npproach of serpents, the combination of horrors known a3 dyspepsia is even more disagreeable than' all this. Get rid of it by taking Brown's Iron Bitters, as Mr. ,T. E. Gilky, of Hamiliton. Texas, did. He ays, "I used Brown's Iron Bitters ior uyspepsia, iuu am greaiv bene fited." THREE BAD HEX KILLED. Springer, N.M., March 1G. - A des perate encounter between officers and outlaws occurred here to-day. Jjast Sunday a noted desperado named Bill Todd was arrested here and lodged in jail. He immediately telegraphed the fact ot 'his arrest to Dick Rogers, leader of one ot the mo3f desperate gangs of outlaws iu the wholo south west This morning Rogers appeared with a number of followers, and went to the county jail where Todd was coniiueu aim attempted ins rescue. Officers opened fire from within, to wbiclr the outlaws replied, and a des- Ierate battle ensued. The remnant of the party uastny teit town to summon rein forcements. They are hourly expect ed to reappear. The greatest excite ment prevails. Telegrams from Saigon report that the revolt in Co chin China is spreading. A plot has been discovered to set fire to Saiiron. iu order to give an opportunity for the ir ruption of 3000 Annamites. . The An- namites captured Ocraou, seven miles from Saigon, and massacred Euro pean residents, burning alive a native prefect and wife. The northern pro vinces are held by insurgents, who massacre native adherents of the French. The crews of men-of-war at Saigon landed to defend the town, aud foreign residents are under arms. Lieut. Schwatka thinks that the day is not far distant when a man may take a ride from Minneapolis to the mouth of the Yukon river in a Pullman sleeper. It it should be in the winter season he may pass over Behring's straits on the ice in the same sleeper and thence ex tend his excursion to St. Peters ban?-. The track across thf sfrnifs will connect with a line of railroad now m process of construction by the Russians to the mouth of the Araoor river, whence it might easily be ex tended to the straits to connect with the American system nt that point. In the classic language of the street, this will be a "big thing on ice." Mr. George "W. Harris, Hagerstown, Maryland, hnd' suffered for some time with toothache and facial neu ralgia and tried St Jacobs Oil.
