Thos. F. Bayard was born in October, 1523, and is in his fifty-seventh year. He is a lawyer by education and Is a recognized au thority on constitutional law. Yet there has been nothing brilliant in Bayard's legal or political career. He has been simply painstaking and la borious. His position at the outbreak of the rebellion and his strong sym pathy with the south has done much to damage him politically, while his lack of strongly marked character has created distrust of him among his associates. There has never been any question of his honor or his hon esty during his long service in the senate, but no one will look to him for a spirited foreign policy, as he lacks the qualities which are needed for such a line of action a3 conspicu ously a3 Frelinghuysen lacks them.
