The numb'er of additional men re
quired next year he estimated at 15,

ndvisible to construct short lines of
railway for the transportation of
troops and supplies around the more
serious cataracts.
Granville, in the letter read in par
liament, denies that he ever received
Bismarck's dispatch of Mny 5, which,
ho savs. was evidently private and in
tended for You Munster s guidance
in dealing with the general political
situation. Shortly after May ."5 Yon
Minister aud Herbert Bismarck told
Granville that Germany would be nu
able to maintain a friendly attitude
in relation to Egyptian matters if
England continued unfriendly on co
lonial questions. Granville denied
thnt England was unfriendly, and
gave positive assurance or friend
ly action. Bismarck was satis
fied. The tension since has resulted
from a difference of opinion whether
the assurances given hail been kept
or broken.
