No. 39 Simon's mechanics' lien
law. This bill gives precedence to
the claims of laborers, mechanics and
material men, and prescribes an easy
mode of procedure for their collec

It provides that of state school fund

that remainder shall be apportioned

state agricultural college at Corvallis,

plete scheme of government aud free

ment upon the inside.
No. 48 Declaring that following
6hall be legal helidays: Evory Sun
day, the 1st day of January, 22nd of
February, 30th of May, 4th of July,
25th of December, every day on
which, an election is held throughout
the state, and every day appointed
by the president or governor as a
day of public thanksgiving, fast or
holiday. Negotiable instruments
payable on a legal holiday, become
due the next business day.
No. 49 -Dccltring that all bil s of
exchange, payable at a future day
certain, and on all negotiable prom
issory notes, orders and drafts, paya
ble at a future day certain, in which
there is no express stipulation to the
contrary, grace shall be allowed as it
is allowed by merchants on foreign
bills of exchange, but this provision
shall not extend to paper payable at
sight.

Nile, and the greater parts of the i
flocks aud herds perish, as well as a
considerable part or the population.
It follows naturally that when under
taking a jouruey through tho desert,
the paramount question is water. A
supply must be carried sufficient to
last to the next well, be it one or five
days distant It is usually carried iu
goat and ox skins suspended from the
camels' pack saddles. These are the
water bottles of Scripture, which be
come leaky from wear, and always
lose a considerable portion of their
contents by evaporation. L"he first
thing after reaching a well is to as
certain the quantity and quality of its
water. As to the former it may have
been exhausted by a prccediug cara
vau, aud hours may be required for a
new supply to ooze in again. As to
tho quality, desert water is generally
bad, the exception being when it is
worse, though long custom enables
the Bedouins to drink water so
brackish as to be intolerable to all ex
cept themselves and their flocks. Well
do I remember how at each well the;
