SHOULD HE ADMITTED A STATE.

neighboring territory o the rights
and privileges of statehood have oft

are ably set ferth:
By all precedent, and by the rights
accorded to the people of the north
west since the ordinance of 1787, by
the terms of the treaty by which the
vast territory of Louisiana was ac
quired from France, and by every
principle of justice, the people of
"Washington should be welcomed in
the Union as a state. The territory
of "Washington, with north Idaho an
nexed, is a magnificent region of 80,
000 square miles, reaching from the
Pacific ocean to the Rocky mount
ains, and extending north and
south through three decrees of lati
tude. It is not a region of fluctua
tions, of mining excitements, of bub
bles or fleeting shadows, but is and
has been'from the beginning as per
manently peopled as the New England
states themselves. "Way back forty
years ago the people began coming
here to live. They came at first in
small numbers, to bo sure, but they
came steadily and in ten years had
gathered in to the number of about
4000.
They then, in 1853, weio organized
into a territory, and it is this terri
tory which now, after thirty-one years
weary waiting, seeks admission to the
company of states. The 4,000 resi
dents of 1S53, despite a fierce Indian
war, increased in number to 12,000 in
18G0, to 25,000 in 1870, to 78,000 in
1880, and now, in 18S5, to not less
160,000. These people are no longer
scattered and poor. They have built
considerable cities, numerous fine
and flourishing towns, have magnifi
cent and exceedingly productive
farms, have opened coal mines and
have the largest lumbering establish
ments in the world. Five hundred
miles of railroad have been built for
the purposes of thoir transportation,
while the ships engaged in thoir
ocean commerce are among the finest
afloat. Sixty newspapers are printed
in the territory, and colleges and
- high schools are to bo found in a
dozen places. The territory is out
of debt, and has been for years; ita
institutions in the meantime being
supported by a tax of 24 mills on the
dollar. Its "wealth is represented by
a taxable valuation of 354,000,000. Its
commerce includes a vast number of
items, chief among which are these:
Coal mined, 400,000 tons per annum;
lumber cut, 450,000,000 feet; salmon
canned, 200,000 cases; wheat raised,
5,000,000 bushels; oats, 1,000,000 bush
els; hops, 22,000 bales; wool, 1,000,000
peunds: besides vast quantities of po
tatoes, hay, fruits, oysters, livestock,
gold mined, vessels built, manufac
tured goods, &c worth in the aggre
gate almost as much as the articles
named, if not acu tally more.
There is no reason to doubt that
we will go on increasing in the future
as in the past. In 1890, at the taking
of the next national census, a popu
lation will be shown here of at least
250,000, and possibly 300,000 or more,
and not less than 800,000 in 1960. Our
past growth, our present solidity, our
future outlook, justify these hopes.
No other territory has been kept
back like "Washington. It has been
out down and domineered over, has
been falsified and insulted until for
bearance has ceased to be a virtue,
and our people, like those of Dakota,
are almost ready to fly into open in
surrection against the ills that beset
them. The temper of the people
must not be tried too far. There is
no reason why "Washington, Dakota,
and Montana should bo treated in a
manner different from the earlier ter
ritoriesTennessee. Kentucky, Mich
igan, Oregon or Nevada. They were
not kept in this condition thirty or
forty years, nor wore they required
to have any such population as seems
to be requisite with "Washington and
other territories of the present day.
The people have rights which neither
political party can afford to trifle
with, and which the nation at large
should see to it are no longer iguored.
It -would seem as if the wrong man
bad been intrusted with the mineral
exhibit of this northwest section, if
the dispatches from Chicago report
correctly the language of Mr. J. W.
Virtue, whom this state aided in get
ting mineral exhibits to the New Or
leans exposition. It would be nat
urally supposed that he would do
what be could to advance the inter
ests of those who aided him instead
of lending his influence to
trade from them.

Seventeen new national banks
were organized in this country during
January.
UxoFFiciAii news from Panama to
the 5th states the country is in a com
plete uproar. Communication with
the interior is entirely cut off. Re
garding the cpndition of affairs at
Bogota during the past month noth
ing is known. No word has been re
ceived from there since January 5th.
Official bulletins claim that the gov
ernment force is triumphant every
where, and that the popularity of Dr.
Nunez continues undiminished.
These reports, however, are not con
firmed. Later advices state that
Hernandez has abandoned his camp
and gone to Garoa. Six thousand
men are in pursuit On the 5th the
government forces attacked Cucuta,
and, after five hours' fight, captured
the town. Many were killed on both
sides.
ExGLAXD has been pretty well
served by many of her Irish subjects.
The Duke of "Wellington, the con
queror of Napoleon, was an Irishman.
So is Lord "Wolseley, who suppressed
the Egyptian rebellion and is now
commanding the Soudan expedition.
So is Gen. Sir Herbert Stewart, the
victor in the late battles with the
Arabs, whom yesterday's dispatches
report dying at Korti. And so was
Col. Burnaby, the knightly soldior
who fell at Abu-Klea.
The public debt of the Dominion
of Canada is in excess of SSS,000,000,
an increase of $7,000,000 in the past
six months. The Canadian Pacific
road is an applicant for another .ap
propriation. An effort is being made in Boston
for the protection of mackerel in the
spawning season, the purpose being
to obtain legislation from congress
on the subject
Legislation against the sale or
gift of cigarettes to boys under ten
years of age, lias already got through
one branoh of the North Carolina
legislature.'
It is stated that the Canadian gov
ernment has agreed to increase the
duty on flour to 75 cents per barrel.
