A vigorous effort in behalf of wom
an suffrage is being made at this
session of the legislature. The ad
vocates of the measure argue that the
legislature can grant the suffrage
right to women, if it sees fit so to do,
by direct legislation. The opponents
of the movement say that the fact
that the proposed constitutional
amendment was overwhelmingly
beaten last June is sufficient argu
ment against immediate considera
tion of the measure.
The judiciary committee of the
slate senate has been listening to ad
dresses from different advocates,
finally reporting back the bill with
out recommendation.
The argument that the advocates
of the measure make at this time is
substantially this: All power in this
state is vested in the legislative as
sembly, except such as is prohibited
to it in the constitution of the United
States or this state. The state
constitution contains this provisien:
"In all elections not otherwise pro
vided for by this constitution, every
white male citizen of the United
States of the age of twenty-one years
and upwards who shall have resided
in the slate duriug the six months
immediately preceding such election,
and every white male of foreign birth
of the nge of twenty-one years and
upwards -who shall have resided in
the stale six months immediately pre-

citizen of the United States one year
preceding such election, conformably

the subject of naturalization, bhall be

thorized by law."
This is the only clause in the con
stitution conferring upon any class
the right to vote. Section 3, article
IL, says that "no idiot or insane per
son shall bo entitled to the-privilege
of an elector," and Sec. 6, same arti
cle, says that "no negro, Chinaman or
mulatto shall have the right of suf
frage.' Now if women areignored
both in the recital of those who are
endowed with and thoso who are
disbarred from tbs right of franchise,
it is argued with great show of reason
that the reserve power of legislation
where it does not conflict with con
stitutional provision gives the legis
lature authority to confer upon the
women of Oregon the right of suf
frage. Justice suggests the confer
ring of such right
In the generally accepted idea of
heaven it does not seem to us as
though there was any enjoyment for a
very largo class of deserving people.
A heaven which constitutes a -watch-tower
from which its occupants could
htill survey the miseries of the earth
would really be n place of acute men
tal suffering for its most sympathetic
and meritorious inhabitants. Even
if we can imagine them so destitute
of sympathy as not to care about the
suffering: they saw while enjoying
themselves, yet, even in that case, it
seems as though they would have
an unhappy time waiting for others
whom they loved, particularly if those
others were in alleged torment. This
is one reason why a good many peo
ple don't take much stock in that
story about Lazarus enjoying himself
in heaven over Dives begging in helL
for a sup of water. It doesn't look
consistent.
A man can't hurt himself by stead
ing squarely by what he "believes in
his soul is right. Nor can he injure
his character or his reputation there
by. There is a brand distinction be
tween character and reputation, for
one may be destroyed by slander,
while the other can never be harmed
except by its possessor. Our reputa
tion is inno man's keeping but our
own. Our character may be. "We
cannot determine what other men
shall say. and think about us. We
can only determine what our actions
give them aright to say and think
about us, and this can only be done
by having some positive opinions
and staying with thoso opinions.

It is said that often under favor
able circumstances, men on board a
vessel a hundred miles from shore
hear the ringing of bells on placing
their ears in the foous of the main
sail ; and so as we sail on the ocean
of life, often, under favorable circum
stances, is the music of the hannv
past, of childhood hopes and youth
ful memories wafted to our ears,
cheering us with hopes of a happy
home beyond the misty deep.
It requires the labor of five men an
entire year to build a locomotive, and
this is tho average at each of the six
teen locomotive works in the United
States.
Kentucky is forming anti-boll ring
ing societies, and will try and put a
fitop to the pounding of church-bells
on Sunday. There is about as much
sense in ringing a bell for church as
for going to bed.

year. He found him, and paid him
a salary of $10,000 a year.
