UNOCCUPIED INDIAN LANDS.
In response to a resolution of theJ
federal senate the secretary of the in
iorior has submitted a communica
tion in regaid to the proposed open
ing to settlement of lands in the In
dian territory ceded to the United
States by Indians for the use of In
dians and of freemen.
This has reference to the affair of
the Oklahoma boomers, whi ih has oc
casioned considerable annoyance and
expenso to the government. The re
pent surrender of the insubordinates
to General Hatch is by no means an
assurauce that the trouble is at an
end.
So long.as the United States gov
ernment exercises ownership of great
tracts of land suitable for agricul
tural purposes, and that nre lying un
occupied and uncultivated -while
thousands of while men are "willing
and anxious to build their homes
there, and apply themselves to the
profitable and beneficent pursuits of
husbandry, there is likely to recur
6ome such manifestation as that
which has just been repressed by the
exercise of military authority.
The secretary of the interior takes
a sensible view of the matter. Of
course I16 insists that our covenants
with the Indians bo respected; but
as the game has all passed away
from the grounds in question and
they have no value as hunting
grounds for the red men, while the
freedmen do not seem to care to set
tle there, it is suggested that the
treaties under which they have been
shut out from settlement can and
ought to be abrogated or modified
with the consent of the Indians. The
lnttor would, uo doubt, accept any
reasonable proposition for tho sur
render of their rights in those lands
for a consideration in money, mer
chandise, stock or provisions that
would bo more available for their
present necessities.

Petersburg draws a moat dreary pic
ture of the internal condition of Rus
sia. Uouut Tolstoi, tho minister of
the interior, exaggerates tho old dos
potism, suppresses even local coun
cils, prohibits tho discussion of any
internal events in tho press and hunts
incessantly for nihilists, who begin to
ba found even in the ranks of the army.
He is, consequently, tho special object
of the revolutionary detestation, re
ceives frequent menaces of death, and
never stirs fiom his liouse without
special police protection. Tho om
peror himself passes most of his lime
at Gatschina, ana from want of com
munication with his counselors, has
mado no progress in the art of gov
erning. He trusts only oxlremo re
actionaries, and never loses the fear
of assassination. "What one would
like to know is, what the great body
of military officers think of the situa
tion, but that information is unat
tainable. According to the report of the
American coupuI at Calcutta, the
East Iudian wheat crop foi 1831 foots
up 24i.000,0D0 bushels, raised on 2G,
000,000 acres of laud, or 9- bushels
to the acre "Whereas in the United
States the product was 520,000,000
bushols, from 40,000,000 acres of land,
or 13 bushels to the acre. The cost
of Indian wheat delivered at Dlehi,
the great wheat market, correspond
ing to Chicago in this country, is 80
cents a bushel, and the cost of trans
portation from there to Calcutta, the
point of export from that country, is
lO1 cents a bushel, against an aver
age of 15 cents from Chieago to New
Yqrk and New York is twice as near
as Calcutta to the European markets,
These facts surely do not indicate
that our East Iudian competitors in
the wheat business have any particu
lar advantage over us.
Quite n business is being carried
on in Washington in the wav of sell
ing chips from Washington monu
ment with miniature representations
of the monument and Mt Vernon
on the rough surface. This industry
will continue to flourish so long as
that Maryland quarry from which
the monument stones came holds
out II is estimated that .enough of
these bogus souvenirs have already
been sold to build another monu
ment equal in size to the original.

Because the legislature didn't vote
an appropriation to buy twenty copies
of the Little Rock newspapers for
each member, according to custom,
those eheets firmly refused to print
speeches by and complimentary ref
erences to the law-makers, and pub
lish reports "that arc very brief and
cover little more than the actual
work of legislation," and there is a

A peculiar article prodused by
the negroes of Georgia is called by
them persimmon bread. Five pounds
of it, it is said, will make nearly a bar
rel of delicious beer, sweet, healthful
and non-intoxicating. The persim
mons are gathered when thoroughly
ripe, the mass is kneaded till it is of
the consistency of bread dough,
mado into a cake, and then put into
an oven and baked. It will keep all
winter, and can bo used until late in
the spring.
The Washington advocates of the
Eads schemo to spend several mill
ion dollars in the improvement of
Galveston harbor have become
alarmed at the character and strength
of the opposition and have concluded
to abandon it
It is reported that a conference of
the representatives of the principal
European powers is to be held at
London next spring to settle the
questions arising from Germany's
acts of colonization in Australasia.
