IX THE SOUDAX.
Aiii eyes are turned to the conflu
ence ol the "White and Blue Nile
where in the city of Khartoum El
Mahdi, flushed with victory, is sur
rounded by a horde of fanatics. The
f. all of Khartoum created more ex
citement in London than the attempt
of the dynamiters to blow up the
houses of parliament. Party spirit
runs even higher in England than in
this country, and when the news of
the English reverse and the death
of Gordon in the desert was told in
London there were not wanting Tory
leaders to exult at hearing of the de
defeat Among that party the name of
Gladstone is execrated. Upon his
head falls the force of the disaster.
He was urged to send an expedi
tion to Khartoum as early as June
whon the Kile was in a navigable
state up to Khartoum. It was not
until August 5th that the nesessary
appropriations were made for the ex
pedition, and it was not until the
middle of that mouth that the
expedition started. It ascended the
Nile, encountering, of course, all the
expected low water obstacles after
passing the first cataract It was
thoroughly equipped, both for water
and land transit. It was this delay
which is now a fresh source of exas
peration of the British public. It
was declared all along that this pro
crastination would be fatal to imme
diate success. "When parliament
meets, of course there will be the
usual resolution introduced, of a
want of confidence in the ministry.
Events may occur in the meantime
which may change the whole aspect
of the Soudan business. The deepest
shadow of the disaster is not in the
mere fact that El Itfabdi is in posses
sion of Khartoum. If his strength
has been rightly reported, he might
have taken that city long ago. But
the effect of that temporary sncces
will be to inspire fresh acts of rebel
lion wherever the Arabs can be
massed in force. A single Moham
medan victory ovor British troops
stirs up the whole Mohammedan
world, not only in the Soudan but
throughout India.
The British troops have not been
defeated in any encounter with Arabs.
We have seen ten thousand of the
latter pitted against less than two
thousand of General Wolseley's force
and the result is known to everybody.
The danger of any temporary success,
as of that at Khartoum, is that it may
inspire mutiny and rebellion over all
that part of the Mohammedan world
now in subjection to British
authority. All the actual and
possible evil consequences of
the fall of Khartoum will be ascribed
to the Gladstone ministry. One of
the consequences will be the sending
of an additional force to the Soudan,
resulting in a series of operations of
far more significance than the draw
ing off of tho ten or fifteen thousand
people who have been watchiug for
an opportunity to get out of the coun
try. The rebel Arabs of that country
have been cherishing dreams of power
which they balievj soon to be real
ized, They have threatened lower
Egypt, and the outbreak of Arabs
there which required a British army
to check was only the precursor of
the more formidable outbreak in up
per Egypt In all that country the
rebellion of Arabs, either in spirit or
in overt acts, is almost universal.
Great Britain has undertaken to save
Egypt; and what appeared to be no
great undertaking a few mouths ago,
has now assumed formidable propor
tions. Neither the fall of Khartoum,
nor the possible fall of the British
ministry can now be moro than ini
tial proceedings in the new scheme of
subjugation aud conquest
Them: is a veritable reign of terror
in Vienna in consequence of the vigor
ous measures which the Austrian gov
ernment had deemed necessary to
adopt for the repression of anarchism.
Hundreds of political spies have late
ly, been added to the regular police
forco. Most of these spies are politi
cal adventurers, who are without a
trace of conscience or principle, and
many of whom are themselves familiar
with the interiors of prisons in Aus
tria, Franco and Germany. They are
loyal to the government by which
they are employed, if they can make
more money by betraying a political
offender than by blackmailing him.
No one is safe from their accusations,
and people have become timorous
about discussing political affairs even
with intimate friends. Tho govern
ment has determined if possible to
extripate anarchism from the empire
before it has become more deeply
rooted. To this end enormous sums
of money are being spent on the secret
service, and the trials and punish
ments of accused persons are swift
and severe. An alleged anarchist
named Thilmau was tried a week ago
on a charge of circulating pamphlets
inciting to assassination and the de
struction of public property by dyna
mite. The trial was conducted with
closed doors and without a jury.
"Within two hours Thilman was tried,
convicted of high treason and sen
tenced to penal servitude for six years.
