RJ Sfa gaiti storfatt. ASTORIA, OREGON: TUESDAY FEBKUARY 10, 18S3 CHOOSING A PRESIDENT. Sixoe 18G8 the discussion of the question "How shall we choose our president?" has engaged the atten tion of the public press, In the North American Jicvieio for Febru ary, five different writers discuss this subject of electing the national execu tive and their ideas are worthy of notice. The writers are President Barnard, of Columbia college, "Wil liam Purcell, the Rochester journal ist, Roger A. Pryor, the eminent at torney and Senators Dawes and Vance. In tho preparation of their respect ive papers it is evident that these writers traversed the same ground, but widely varying conclusions were reached. President Barnard, for in stance, holds that the electoral col lege, ''useless as it has become as a piece of machinery, is at least har m lcss; and an amendment that should stop with its nbolit ion would do noth ing to avert those grave evils and even serious dangers which, as ex perience has proved to us, are of un avoidable recurrence under our pres ent sj'steni, in every closely contended presidential struggle." Among the events cited by him are tho long con tinued agitation and excitement, and tho practice of making "deals" by which a manager or "boss" aooeptB one candidate for the sake of aiding another. Finally President Barnard sas: "I am compelled to avow it as my most profound conviction that tho only assured security for the future, possible to us against the formidable dangers that surround tho question, is to be found in a return to the plan of placing the election of tho presi dent in the hands of the national leg islature, which commended itself so strongly to the wisdom of tho fa thers." This plan he discusses at length with consummate ability. Mr. Purcell, on the other hand, holds that "the ground upon which the electoral system was based having long since crumbled away, the sys tem itself should now follow." Hav ing shown that the conditions that existed in 1787 have changed, that the electoral college itself is and has always been an enigma to tho masses of the people, and that it now simply does over again what the people have already done, he says. "The elec toral college is not only without util ity or value, to the end for which it was created, but it is a dangerous piece of machinery." Ho also points out that it is superfluous, dangorous and obviously imperfect, for do posi tive qualifications are required for an elector, "who may be a citizen or an alien, a man or a woman, an Indian or a Chinaman." Furthermore the elector is required to vote by ballot, "and this,' he says, "is an anti-Democratic provision, which may cause a blunder and could easily bo used to cover a crime." The next paper is by Senator Dawes and takes the contrary posi tion. He declares that a vote direct ly by the people for president would be full of danger. He would, how ever, have an amendment adopted, which would permit of an election by a plurality instead of an absolute majority of the electoral college. Roger A. Pryor substantially agrees with the views set forth in Mr. Pur- cell's paper. He holds "that the true and expedient modo of choosing a chief magistrate of the nation is by the popular vote of the nation. As an officer of a distinct and independ ent government, his appointment should not be contingent upon the will or action of the states." "Senator Vance, on the other hand regards the system devised by the fa thers, as, on the whole, the best He also says: "I believe it highly possi ble that our future may produce oc casion for the interposition of the in dependent powers of dispassionate electors to prevent anarchy or des potism. From the closing of a fierce presidential contest, to the time of meeting of the chosen electors, there always comes a great calm, a blessed cooling time. At such a moment rea son and political issue would have opportunity to rally and do their saving work, should the republic bo " in danger." "We have thus summarized the gen eral positions taken by these distin guished writers on n question of very grave importance. J he opinions will be widely read, and from their dis passionate consideration much good to the American people may accrue in tho future. In the senate a bill Jhas been reported favorably from the committee on for eign relations, to construct and main tain a telegraph or cable line between the Pacific coast of the United States and the Asiatic coast, with an amend ment providing that tho line must bo completed within ten years.
