MISDIRECTED LEGISLATIVE EF
FORTS. There seems to be an idea in cer
tain parts of this state that all that
is necessary "to make times good" in
Oregon is that the legislature "do
something." Judging from the tenor
of the advice and theories in various
contemporaries it -would appear that
the prevalent notion has invaded a
good many newspaper offices.
Just how the legislature can im
prove the condition of the people or
change their individual bias is not
clear. It can and doubtless will do
a good deal of work, but after all it
is only a representative body, it is not
vested -with extraordinary powers; its
resources are as limited as those of
the constituencies that sent its mem
bers to the state capital, and it is
hardly fair to expect that the session
of the legislature shall be the signal
for prosperity throughout the com
monwealth. One exchange talks as though the
repeal of the mortgage tax law were
the one thiug essential. Doubtless
it .would be a good thing if that rid
iculous attempt to keep water from
seeking its level were stricken from
the statute book, but the tendency of
the argument we allude to is that
all wo need in Oregon is the ability
to borrow money at our own terms.
The query naturally eccurs: why
borrow money at all? Is not the
borrowing of money at best a risky
venture, and are there not other "in
dustries" equally important to that
of the borrower? At all events it is
not such a prominent featnre of our
business life as would appear. It is
only incidental. All men have occa
sion to borrow money at least once
in their lives, but it is not the chief
end of man, that is the Oregon man,
that he shall be able to borrow with
ease and celerity on successive occa
sions. The mistake appears to bo in the
idea that the legislature has powors
as a legislature that its members have
not" as individuals to legislate upon
matters that by their very nature are
not susceptible of legislation. Human
nature is one of the things that no
legislature can adjust, and any at
tempt to regulate by legislation any
thing that is only amenable to the
law of business relations or of sup
ply and demand must necessarily bo
futile. The present legislature is try
ing a little of that kind or work and
cannot expect to succeod where so
many palpable failures in other and
oldor commonwealths demonstrate its
impossibility. There are a good many
things that adjust themselves; their
very nature places them outside of
legislative control, and any attempt
to change them is as idle as well as
a city ordinance against vagrancy in
a city where the charier does not
back the ordinance with power to be
enforced.
There is nolhing paternal about our
government The legislature doesn't
meet to take care of any one who is
unable to take care of himself, nor to
provide easier conditions of life than
those enjoyed when we are denied the
privilege of beholding a legislature in
session. The legislature, great and
mighty as it is, cannot help a man
that needs help; that's the worst of
it If ho lack ability, if he is im
provident, lazy, foolish, extravagant
and possessed of nothing good but a
wish for good things the legislature
can't help him. If he be multiplied by
100 and get a kind legislator to intro
duce a silly bill which is in effect in
tended to supply by law that which is
denied by nature, it doesn't do any
good; it only delays necessary legisla
tion and embarrasses the rest of the
solons who are equally kindly dis
posed, and would if they could. Leg
islatures have their uses, but they
can't change the existing condition of
things nor subvert the workings of
natural law.
The killing of O'Donovan Eos3a in
New York yesterday atcrnoon, will be
looked upon by many as a sort of
righteous retribution. "Whether he
was really what he claimed to be, or
was but a harmless braggart, it is
certain that he was regarded in this
country as an exponent of the devil
ish doctrine of dynamite, and many
across the sea will breathe easier that
he is no longer able to plan destruc
tion. There is an attempt being made
in Salem to have the state districted
into four normal school "districts,"
and a "normal school" established in
each. "Wonder if the father of the
bill knows what a normal school iB?
