That the necessities of commerce demand speedy removal of obstructions to navigation in the Co lumbia river, andwc recommend con gress that sufficient appropriations be made to secure completion of the improvements already commenced upon the river and the bar, at the earliest practicable lime consistent with an economical expenditure of the appropriations. Senator Dolpb proceeded to set forth the importance of the proj.Ksed improvement to the northwest The improvements of the Columbia river should not be charged to Oregon. It was not a local project, but a plan for rendering navigable a river that drained 200,000 square miles. The valuable products exported from its valley aggregated 615,870,000 last year. Mr. Dunham seconded the resolu tion. He said it would be well if the board could convince members of congress that the people were not in sympathy with their idea of economy. The people were not so solicitous iu regard to the question of money. "We hear a great deal about the rate of taxation being too high, and that it should be reduced. He did not be lieve in reducing taxation to such an extent that it would run into niggard ly economy. He did not believe in extravagance, and he did not believe in the appropriation of money where there was no necessity for it or where it might be wasted in an extravagant way. He did believe the interests of this country and people demanded the cheapening of transportation rates and internal improvements. Economy was a good thing in its way, ' but niggardly economy was danger-1 ous to the interests of the countryy. The resolution was unanimously j agreed to. J THE L1V1XG-ROOJI. "Washington, Jan. 31, Keccntly the general land office of Oregon ap pealed from the commissioner's de cision rejecting its claim to about 18,000 acres of alleged swamp tand, chiefly on the ground that no testi mony", had been submitted as to the character of the land under its ac tion and that its claims should bo so determined, according to the original plan agreed upon by the state and the secretary of the interior. Secre tary Teller to-day affirms the com missioners decision in the main, for the reason that the state had waived this plan by the substitution of an other, that the character of the lands should be determined by a joint re port of its agent, an agent of the United States, specially deputized to examine and report upon the lands, and tliat under such reports the lands in question were not swamp or over flowed lands and did not inure to the slate. I5ut as there was some ques tion as to the character of about 1500 acres of the -18,000 Secretary Teller modifies Commissioner McFarlaud's decision and directs that a new ex amination be made of the tracts by agents of the United States and state of Oregon, and if they concur in their conclusions, that the same shall con clude the question, but if they do not concur, then that hearings be held and the character of the lauds bo determined by testimony.
