fz) Slic gattjj gtfforan. ASTORIA, OREGON: WEDNESDAY JANUARY 28. 1685 METROPOLITAN ENTERPRISE. Sax Francisco, in common -with smaller cities, complains of hard times. How to mitigate or overcome the existing dullness is the problem given n joint committee in that city composed from various business as sociations. The report is interesting. It suggests that a European steam ship line for freight and immigrant traffic be established. Somo of the reasons advanced are most cogent. Following is a portion of the report; it applies in a slight degree to Asteria: "To secure for the future the posi tion which San Francisco has occu pied in the past, and to which her geographical position clearly entitles her, some prompt and decisive action on the part of her citizens is neces sary. In our judgment, cheap, rapid and reliable water communication will do more to restore prosperity to this city than anything else, and to the cousideration of this matter we invite your attention. It is idle to look for relief or to hope to better our condition by a multiplicity of railroads. If there were fifty crossing the continent the result, so far as we are concerned, would be the same. They could give us no advantage that they would not be compelled to extend to other local itios. A reduction of the freight tariff to San Francisco would bo met im mediately by a corresponding one on tho part of the roads leading into Portland and other competing points. But we possess advantages which if we choose to avail ourselves of them and use them aright, will make us "masters of the situation," and which the railroads and competing points on this coast would be powerless to checkmate. Freight can be trans ported by water to this city at a very much lowar rate than it is possible to carry it overland, so that in the es tablishment of a line of steamers which we shall recommend the com petition of the railroads need not be very seriously considered. They would, no doubt attempt to com pete for a time, but when satisfied that the business to them was a losing one, they would abandon it and ac cept the inevitable. Hut it is a ques tion whether the railroads having their tormiui in San Francisco would not derive more benefit from freights hence to local points throughout the stale, than by the pro rata rates al lowed them on through freight west ward. Tho era of sailiug vessels is rapidly passing away, and steam with the propeller is rapidly crowding them out, just as iron and steel are super seding wood in the construction of hulls. A wooden ship can no longer compete with an iron one, except at great disadvantage, the difference in iusurance, cost of repairs", the better condition in which the iron ship de livers her cargo and the higher rate of freight obtained in consequence, all tend to the ultimate substitution of the metal bottom. The moment the tree is felled decay commences and continues irresistibly, -whereas, with iron or steel, so long as the sur face is protected it will last for gen erations. And so with steam; the speed, the certainty and regularity of arrival and departure, the lesser lia bility to disaster and damage to car go, and the inconvenience arising therefrom, even if there is no actual loss, all tend irrepressibly aud inev itably to its substitution for the sail. One steamer can do tLe work of from three to four sailing vessels of the same tonnage, and do it much better. "We have taken somo pains to try to ascertain what the approximate cost would be of steamers suitable for this trade, say of 5,000 tons bur with good accommodations for cabin and steerage passengers, and find it to be in tho neighborhood of $550,000 each. The time required to construct ves sels enough to compose the line "would be about one year. To be the most money-making the trips should bo "triangular," so to speak; that is to say, taking cargoes of grain, canned goods aud other products of this coast direct to Europe, loading up there for New York, and from thence direct here. Such a line, properly and economically conducted, would pay handsomely at a low rate of freight, and there is in this city alone unemployed capital enough to build it several times. The time required to make the round trip through the straits would be, perhaps, 121 sailing days, at a moderate rate of speed, say eleven and a half knots; and allowing from seven to ten days in each port to discharge aud take in cargo, and two days for coaling on the passage, would make in all 144 days. So that to keep up the line and start a steam er every two weeks, with one extra steamer, would require twelve vessels. The line, if not entirely owned in this city, should be largely controlled hero The entire amount required to build and equip tho vessels "with the neces sary terminal facilities -would bo in the neighborhood of $8,000,000. "With a canal at the isthmus tho distance would be reduced over one half, and the lino could then be a weekly one. It could, of course, be started with fewer steamers and with much leBS outlay than we have named, if it is not possible to secure tho amount necessary to build and equip the entire number at once. "With the advantages that such a line of steam ships would give us, aided by our local railroads and other facilities for distribution, San Francisco could not only recover all that sho has lost in tho way of trade, but extend it both north and south, and far into tho in terior of tho continent." A New Yoek special says: It is now explained that the default on the January interest of the Oregon and California bonds, mainly held in Ger many and Great Britain, was duo to the difficulty of putting in a prior claim of $3,000,000 agreed to by the bondholders, which had been raised in Europe by Henry Yillard. The claim could not be arranged equitably, owing to the desire of leading bank ers to stamp tho bonds when they should be paid. The Oregon Trans continental needed the money, and default on the first mortgage bonds has naturally rendered the second mortgage bonds unsaleable at any price. The Oregon Transcontinental is not, it is said, in any strait, how ever, having virtually got a $10,000, 000 loan from the stockholders, and is seeing its way to meet its future obli gations. Tho default of the January interest will doubtless defer indefi nitely the completion of the Oregon and California to the California state line. The secretary of the interior has affirmed the decision of the commis sioner of the land office, rejecting the claim of the state of Oregon to 48,000 acres of swamp land, and has ordered re-examination of the land in contro versy, with a view of determination of its nature beyond question. Instead of spending $15,000 for a picture of the electoral commission, which commemorates a piece of his tory that might better be forgotten, congress ought to spend fifteen min utes in passing an electoral count law, making such a commission un necessary hereafter. At the recent municipal olection, in Belleville, Canada, alargo number of women voted, and tho Toronto Mail speaks of the respect with which they were uniformly treated at the polls. To reduce the number of applica tions for divorce a Providence paper suggests that prizes be given married couples who live together a stipu lated term of years. NEW TO-DAY.
