Senator Dolph's bill amending the timber land act "was to-day reported favorably from the committee on public lands. The measure is one of great importance to Oregon andWash mgton territory, aud thero is every promise that it will soon become a law. In reporting the bill back Mr. Dolph a aid: "The act of Juno 3, 1S78, for the sale of timber lands in the states of California, Oregon and Nevada, and i Washington territory was intended to authorize the sale of lands chiefly valuable for timber for commercial purposes. In tho first section of the act tho words "and not lit for agri culture" occur. They were evidently put in tho law for tho purpose of ex cluding from tho operation of tho act lands ivhich, although timbered lands, are of such a character as to be suit able for homesteads, aud which may be profitably cleared and cultivated. Tho secretary of tho interior has con strued the law to mean that, if the lands when cleared of the standing timber and stumps would be fit for cultivation, they cannot be purchased undar the act, and has suspended all cntric3 of such lands. Tho result is that the law under this construction is useless and fails to accomplish the purposo it was intended to ac complish. All the land in west ern Oregon and in western "Wash ington ui on which valuable timber grows is good land and will, when cearcS, if it ever is, of the timber and stumps, be suitable for agricul ture. The natural wealth of western Oiegon and Washington is largely in timber, and the timber will never bo extensively cut down and burned to elear tho land for agricultural pur poses. Carter gives much useful information on the subject of training the eyes from infancy in order to obtain the full benefit of perfectly developed sight. This is only tiossiblo by a judicious use of the eyes, which, how ever, does not consist in abstaining from work in which the eyes aro used, "idleness of the eyes,'' according to one of Mr. Carter's former works, "being in every way hurtful to them.' It is, therefore, necessary to develop the visi n by that "proper and varied, employment which is eminently con ducive to their preservation in beauty and efficiency." How,, then, can we ar rive at the highest possible stage or tho development without injuring the eyes? Beading is undoubtedly one of tho commonest means, and "the most 'readable' print is that by which wo may obtain the maximum of read ing with the minimum of injury to the sight" The experiments which have been tried by many eminent au thorities to settle the question are various. Light and color are of course, two chief considerations, to which a good deal of attention is paid in the little book; another is tho way in which the type is set.
