The house recedes from its disagreement to all the senate amendments. The Oregon Central land forfeiture bill, the senate amendments to which were concurred in by the house to day, is the first forfeiture bill that has ixraswl both houses of the present con gress. It is substantially the same as the bill originally prepared by the Astoria afeftmbar of commerce, with the addition of the amendment offered in the house br George, for the purpose of protecting HHiters. It forfeits all nnoarned lands between Fortt Grove and Astoria. The above lellB the whole story. The Astoria land grant is forfeited. and the effort that The Astoriax mnde results as stated above. On inking charge of this paper in October, 1SS1, we took this stand: That the road should be built or the grant forfeited. "We would have pre ferred to sec the road built, and in common with other citizens of As toria did all that could be done to se cure the building of the road. The company said: "Wo won t build the road; we defy you to get the grant forfeited: now what are you going to do about it?" Upon that The Astokiak started in to get the grant forfeited, and the grant is forfeited, and the bill now only awaits the president's signature to bo the law of the land. And so ands that chapter. TIIK TRANSCONTINENTAL ASSO CIATION. The Transcontinental association finished its business at San Fran cisco last Thursday. 0. W. Smith, the newly elected commissioner, had not accepted the position up to the hour of adjournment. Tho agree ment had not becu signed by any of the companies, and it requires unani mous agreement to make it valid. It Ls said that one road at least will re fuse to sign unless certain conces sions are granted. This is the North ern Pacific. The other lines in the pool will without question sign the agreement, but the Northern Pacific is the stumbling block. It is stated that the pools are to pay the North ern Pacific a bonus of S per cent on all California business, to keep the northern lines out of San Francisco. This S per cent has to be divided with the Oregon Short Line, which has an eastorn ontlet, via the Union Pacific and Oregon llailway and Navigation Go.'s liuos, which .also has a San Francisco connection by its lino of steamships running between San Francisco and the Columbia river. The Northern Pacific in conjunc tion with the Navigation Com pany iu turn pays the Southorn Pa cific a bonus of 8 per cent on Port laud business, in order to keep tho Southern Pacific out of Portland, which is accessible to them by tho Navigation Company's steamers. They claim in this direction that tho Southern Pacific should rebate a part of the bonus, as without the Navigation Company's steamers they would have no Portland connection. This proposition Southern Pacific men have so far resisted and under this slate of affairs, as detailed, tho Northern Pacific men will not sign tho agreement. What percentage of tho S per cent they pay to the South ern Pacific they want rebated is not known, but it is thought to be in tho neighborhood of about one third. At a secret session of tho woman's suffrage association in Washington on tho 22nd, the chairman of the committee on plans of work, made a report, which was adopted, recom monding that the women, of the sev eral states labor with their legisla tures for the passage of suffrage laws, and mark every member antagonizing measures in favor of women, in order to oppose them. Work before con gress for the passage of the 10th amendment is to be continued. Wo men in the several states aro also requested to oppose re-election of senators and representatives voting against woman suffrage. The vice presidents of tho association were requested to obtain, if possible, pas sage of resolutions by their respective state legislatures, recommending to congress tho adoption of a 16th amendment. Advices from Melbourne state that the commander of the Australian squadron has hoisted the British flag over a number of islands lying off theeastem point of New Guinea. EXPENSES OF BUSINESS. A welii informed merchant of Bos ton recently said to a representative of the Boston Herald that ho had been looking back over his accounts and was surprised to find that since the close of the war there had been a steady increase in the ordinary ex pense of carrying on business. Mere offico work cost a great deal more now than it did in 1865; more clerks were needed, and, on the whole, oach of these received higher pay. Assist ance was required in the receiving and delivering departments to an ex tent and of a character that would not have been dreamed of two decades ago. Then there were a variety of incidental expenses that now entered into the compilation. There were tele phone charges, printing, the expense of solicitors, the whole making up an amount sufficiently large to cat up all that would have been considered fair profits a quarter of a century ago. It is probable that the experience in different trades varies, and yet wo fancy that in most lines of business statements somewhat similar to the above might be made. The tendency, all the time going on, to lessen the hours of ser vice, both in offices and workshops, would of itself make the cost of bus iness proportionately higher. The cheapening process, if there is one. would seem to bo in enlarging the amount of business which each con cern carries on. Texas was received into tho Union by joint resolution of tho United States congress after a treaty for tho purpose had been rejected by the sen ate, and under the act it was stipulat ed that Texas should keep her own lancbr and pay her own debts. Under tho compromise of 1850 Texas was paid $5,000,000 for tho cession of her claims to the territory of New Mexico.
