EUROPEAN POLITICS.
Berlin, Jan. 19. A Vbite book
has just been issued, entitled "Ger
man Claims to Lands of Fiji." It
comprises thirty-three documents,
rancint! in date from October 31, 1883,
to September 1G, 1884, and containing
records of Germany h efforts to ob
tain a settlement of tho claims of
German subjects to tho lands of Fiji.
The documents possess special inter
est, because it was England's resist
ance to these claims which induced
Germany to adopt her present coloni
al policy. "When England annexed
the Fiji islaods, all debts contracted
by the islands prior to lb74, wore
declared to be irrecoverable, and title
deeds to lands were referred to a
special commission. The latter pro
ceeded Tory slowly, and contested
several proofs of German ownership,
thereby causing Germany to fre
quently remonstrate. In April, 18S3,
Germany proposed that a mixed com
mission be appointed to inquire into
the disputed claims. Earl Granville,
British foreign secretary, replied that
tho proposal could not be accepted
by tbe British office. In October
Germany asked to be informed as to
tho views of the English cabinet, not
those of tho colonial office, and reit
erated her demand for a mixed com
mission. In January, 18S1, Earl
Granville replied refusing consent to
the appointment of a mixed commis
sion, composed of English and Ger
man colonial officials.
London. Jan. 19. The excitement
caused yesterday by the unusual oc
curronoe of a council at the war office
on Sunday was greatly increased to
day by tho report that the govern
ment decided to resist any attempt
on the part of Turkey to occupy any
part of Egypt or land troops in that
country. There is considerable bus
tle and excitement at the war office
to day, and orders have been sent to
Chatham, Portsmouth and Woolwich
which caused much activity at those
great naval stations. Another bat
tallion of troops at Malta have been
ordered to embark at once on tho
steamship Poonah for Alexandria.
Other troops are under orders to bo !
in readiness to move at a moment's I
notice. Indications all point to stir-!
ring events in Egypt There is no
doubt that the ministry are determin
ed not to allow Turkey to interfere in
Egyptian affairs by placing armed
force in any part of Egypt.
London, Jan. 19. Hassan Fehmi
Pacha, Turkish minister of justiee,
in England on a special mission con
cerning Egypt, drove in state to the
foreign office to-day. Musuras Pa
cha, Turkish ambassador, introduced
Fehmi to Granville, British foreign
minister. A long conference ensued.
After the conference the court minis
ter gave a long explanation to Gran
ville of Germany's views on the.
Egyptian question.
London, Jan. 19. A Cairo dispatch
says: It is understood here that the
committee of inquiry which the pow
ers propose to have investigate the
financial condition of Egypt, shall
comprise the present members of the
Caisse de la Dette Publique, with the
addition of German and JRussian del
egates, and consuls of the great pow
ers. It is believed here that this
scheme willnot be acceptable to En

IX THE HANDS OF RECEIVERS.
Suit was commenced in the United
States circuit court yesterday by Law
rence Harrison and Lawrence Baker,
for themselves and others, against
the Oregon and California Railroad
Company, the Farmers' Loan and
Trust Company and tho Oregon and
Transcontinental Company. The
complain tan ts, who aro citizens of
Great Britain, for themselves and for
all holders of unpaid and duo coupons
on the first mortgage bonds of the
Oregon and California, bring this suit
against the company, a corpora
tion which is a citizen of Ore
gon, the Farmers' Loan and Trust
Company, a citizen of New York, and
the Oregon and Transcontinental
Company, a citizen of Oregon, and
complain on about twenty pages of
legal cap, the substance of the com
plaint being that they are bondhold
ers of the O. & C R. R. Co., and that
the company has not paid the six
months' interest on the aforesaid
bonds which fell 'due this month.
That they are of the opinion that the
proceeds of the road are not properly
applied, the running expenses being,
as they think, too large, and they
therefore ask that a receiver be ap
pointed to operate the road. Tho
court appointed B. Koehler and A.
G. Cunningham receivers to take
charge of and operate tho road. They
are required to report to the oourt
once a month, the receipts and expen
ditures of the road, and the amount
in hand, which they aro required to
depositin the First National bank.
They are required to give bonds in the
sum of $75,000. The bonded indebt
edness of the road amounts to $9,020,
000. The monthly income is about
$100,000, md the operating expenses
about $70,000. Oregonian, 20th.

THE SPANISH TREATY.
New Yokk, Jan. 19. -A special com
mittee of the chamber or commerce
reports after investigation among till
members of the chamber, it finds the
resolution adverse to the Spanish
treaty, passed at the meeting of Jan
uary Sth, satisfactory to the large
majority of the representatives or all
branches of trade and manufacture
who have been called upon for an
opinion. The committee adds: Mex
ico and San Domingo are sister re
publics. The latter especially is in
sympathy with our people anil insti
tutions, and from her position might
be of much value in giving us a coal
ing station in casd of war. Treaties
with theso countries take but little
from our revenue, open up avenues of
trade at reasonable cost, and deserve
favorable consideration. On the
other hand Cuba nnd Porto Rice are
dependencies of Spain, and under
Spanish rale of the most arbitrary
and oppressive character. She has
taxed them until they arc bankrupt,
and now sho seeks, at our expense, to
make them further able to swell her
revenue. In helping a European
power to continue its oppressive sys
tem of government over the only
islands in American waters that re
main under its control, are wo going
to permanently extend American in
fluence? Spain has uniformly treated
treated American interests arbitrari
ly and unjustly. American ships have
been seized and confiscated without
cause. A constant series of fines
have been imposed upon oul vessels
and strange to gay advocates of this
treaty advanco as one of their argu
ments that outrages of this kind shall
cease, as a matter of favor, when we
long since should have demanded it,
as a matter of right.
The committee gives a number of
reasons why tho treaty should not be
ratified, saying that this is not a re
ciprocity treaty; that it would not
benefit our manufacturers to any
great extent; it would destroy our
sugar producing interests, damage
our important American tobacco and
cigar interests, and throw thou
sands of American laborers out of
employment, at a time when we cau
least afford to add to the army of un
employed. The report concludes thus:
'The revenue for a single year pro
posed to bo relinquished by us would
build a creditable navy, or fortify our
harbors, or build a postnl telegraph,
or enlarce our canals thus furnish
ing American laborers with employ-i
ment; or we might relieve our citizens
from taxation to that extent; or for
one-tenth of this sum we could estab
lish American steam lines to all South
and Central American ports, which
would do more to build up our com
merce than ten such one-sided recii
rocity treaties." The report has
been" sent to "United Stales sena
tors. San Francisco. Jan. 19. The
Chronicle's "Washington special says
the Sunday Herald, which is re
garded as the organ of the army and
navy, comes out violently against the
bill placing General Grant on the re
tired list It says if the count ry owes
him any aid at all it should be given
him as "a pension, but not in the way
he asks for it It says that to place
him on the retired list would bo a
perpetual menace to Jhe peace and
liberty of the country, and make him
the center of all lauds of ambitions
scheming.
Washington, Jan. 19.- Lieutenant
Fred. Schwatka, of Oregon, who re
signed his position in the army some
time ago, has asked pormissiou to
withdraw his resignation. It is be
lieved thnt the war department will
not allow him to withdraw his resig
nation, because at the time he sent it
in he asked for one year's leave of ab
sence, with pay, and the request was
granted.
