ST. JOHN AND HIS FRIENDS.
James F. Legate, who is dott a
conspicuous figure in the St. John
scandal, is a politician of the old
time Kansas style. He was a bosom
friend of S. C. Pomeroy. He was al
so closely associated with Aloxander
Caldwell, who was forced to resign
his position in the United States sen
ate because the testfmony was over
whelming that he purchased the
place. Caldwell bought the Kansas
legislature for $90,000, or thereabouts.
At that time $100,000 was considered
a fair market price for a legislature
in a stato no older that Kansas. Leg
ate was appointed governor of Wash
ington territory by President Grant,
and was confirmed by the senate.
Charles Sumner of Massachusetts,
however, presented some statements
to the senate, in executive session,
which induced that "body to reconsid
er the confirmation. Grant did not
press Legato before the senate after
Sumner s disclosure.
Legate was credited with having
placed together with great caro the
small fragments of a letter written
by S. C. Pomeroy, which the latter
had destroyed, after paying a good
round sum for its possession. The
story goes that Legate got all the
pieces together in proper order and
had the document photographed.
After that time Pomeroy's interest in
photography grow so intense that he
expended largo sums of money annu
ally to advance the science.
Legato probably knows St. John as
well as he knows anybody in the
country, and was very likely commis
sioned lo negotiato with him during
the last campaign. Mr. Clarkson, of
the Iowa State Register, is a square,
truthful man, and evidently wants to
get at bottom facts; but he will get
weary and sick at heart before he
gets the truth out of tho Kansas
gang that surrounds St John.
BUTLER'S CAMPAIGN COST 8223,000.
"It would be a great surprise to
the country if the actual expenses of
Butler in the late campaign were
made public," said a Massachusetts
member who is in a position to know
the inside facts. "I notice," he contin
ued, "that tho New York papers pub
lish them at $80,000. This is hardly
more than one-third of the sum ex
pended by Butler. From first to last
thej burden of his entire canvass was
upon his own shoulders. Ho did not
have tho co-operation of a single cap
italist who was willing to put up
money on the result. Butler is strong
on some points, and weak on others,
and one of the latter is his fatalistic
bolief in bis own destiny. He was
thoroughly deluded with the idea that
ho was to be tho next president, and
he made his campaign outlays witb
the most lavish hand. Bills for spe
cial railway trains, speakers newspa
per and club oxpenses were paid with
out stint Butler's belief was that
he would get enough votes in the
electoral college to hold the balance
of power, and then seize tho coveted
prize. H13 small vote was the disap
pointment of his life, and must have
a crushing effect on him. As to his
expenses I could name ono Boston
bank from which ho borrowed $110,
000 during tho campaign, and an
other where ho got S60.000. It is
quite certain that his vaulting ambi
tion cost him a total of $225,000.

his Washington property is merely a
