m $k gaily gtftoratu ASTORIA, OREGON: SATURDAY .JANUARY 17. 16S5 THE GOVERNOR'S MESSAGE. Governob Moody's message to the thirteenth Oregon legislature appearB in Portland papers. It is a well written document and gives a comprehensive showing of the public affairs of the commonwealth. The governor begins by citing the fact that the state is in a first rate finan cial fix, after which he takes up the vexed question of swamp lands and argues that the failure to procure title arises mainly from dilatoriness on the part of the federal govern ment. Regarding the insane asylum, he shows that under the present sys tem the cost per patient is reduced from S5 to S2 a week. He believes that the rapid increase in the num ber of those sent to the penitentiary necessitates permanent improvement and enlargement of that institution, and makes suggestion regarding the establishment of a reform school wherein youthful criminals could be placed with far less likelihood of be ing debauched and degraded by asso- ciation with those older in years and crime. Concerning schools his message deals mostly in platitudes and refer ence to minor reports from those in charge. On the subject of immigration he thinks that the state would do well to take a more active part than it has heretofore and oom mends tho action of the Portland board of trade in its recent establish ment of a bureau of immigration. He touches on tho subject of salmon fishing without saying much about it In general he appears to think that some plan should bo devised to insure a permanent run of spring salmon. Regarding corporations ho holds that their interests and tho in terests of the peoplo go hand in hand. Ho discusses the assessment law at considerable length stating existing facts with fairness and justice. Ho recommends the passage of a regis try law, thinks that the state of Ore gon needs an attorney general and calls the urgent attention of the leg, i3laturo to the present unjust appor tionment of legislative representa tives which deprives us, of this sec tion as well as other parts of the state, from our proper representation. In conclusion he favors the calling of a constitutional convention and gives the legislature some wholesome ad vice. The message is a good one be ing marked by conservatism and a regard for the best interests of the commonwealth. But the silence is not tho quiet of inactivity. Occasionally the world is allowed to know, as in these cases of the murder of a traitor and. the at tempt upon the czar's life, that the Russian revolutionists and Nihilists alike are continuing their bitter fight for liberty. Occasionally, too, some one comes from Russia to tell of the desperate efforts of tho government to suppress discontent, of families destroyed, of mysterious disappear ances in the night-time, of prisons brimmiDg over with nameless wretch es, and of the popular fear of even whispering the facts. But Alexan der III is finding, as did his father before him, that he cannot always grind his people under the heel. He might find safety in any part of his nation; he will live in fear even in his castle so long as he refuses to give Russia constitutional liberty. The Canadian Pacific railroad syn dicate lias not got through yet with the government It has had a cash subsidy of S25,000,000, a grant of 25,000,009 acres of the best land along its line, a free gift of 713 miles of road, and a gnaranteg of 3 per cent, dividends until 1893 on $65,000,000 of stock. The syndicate declare that all this is not enough, and they are arranging for a nevv descent on the treasury of the dominion. The whole number of votes given for president last November jon the fonr electoral tickets was 10,036,057 of which Grover Cleveland received 4,842,292; James G. Blaine, 4,810,219; Benjamin F.Butler. 234,848, and John P. St John, 148.69& To this aggre gate there is to be added 2,262 scat tering and defeotive votes. Grover Cleveland's actual plurality was 32,- 073; in the entire country he was in a minority of 353,735. The New York Star was sold for $170,000 on the first inst On the 11th it ceased to exist In one way and another $S03,000 was sunk in an effort to injure the Sun and World. The Sun still shines, and the World daily revolve. THE SUGAR QUESTION. It is doubtless a great blessing to tho world's toiling millions, from the little child that creeps to tho sugar bowl and oommits its first theft, to the old lady that gossips long over her sweetened tea, to have cheap su gar; but its cheapness is opening up fountains of bitterness in every na tion in the civilized world. It may be well to look at the history of this decline. Our civil war interfered sad ly with the sugar trade of the world, and induced Franco and Germany to offer a bounty of a cent a pound for the production of sugar from beets. JDhe thrifty German and French peasant took in the situation at once and got down on his knees in the beet fields, and by free labor on his own land produced, not only all the sugar needed at home, but millions for ex port. Meanwhile the southern plant er lived in the towns, smoked, drank and complained that he could not control labor, and hence could not raise sugar as in the good old -days "fodewah." The North tried to make sugar from sorghum, and had just discov ered that they could make G sugar at 6 cents per pound, when the price drops out of sight in the world's mar ket. The sugar refineries of London ask Bismarck to take off tbat one cent bounty, but tbat sardonic despot an swers, "Don't -vro sell it to you cbeap enough?" Cuba and Porto Bico find tbat with our tariff on sugar they are brougbt to tbe verge of ruin, and by treaty seek to get into tbo cbarmed circle. Tbo American refineries in Hew York beseecb congress not to ratify tbe treaty or they are ruined, as the re fining business will bo opened to ev ery little chap, and much of it will go to Cuba. So the sweetness and the bitterness are mixed cheap sweetness for the millions and bitterness for capital and the labor it employs.
