m She gaUjj torfatt. ASTORIA, OREGON: Kill DAY JANUARY 1C, 1885 PROTECTION FOR COLUMBIA RIV ER CANNERIES. If protection is the good thing that its adherents claim, tro on the Colum bia river would be glad to see its op erations assume a wider scope. If the manufacturer in Pennsylvania needs protection, none the les3 does the manufacturer in Oregon and Washington territory need it, and if the "infant industries" of the east arc to be protected why exclude the nurslings of the northwest from the same beneficent plan! What is sauce for the Atlantic goose should be sauce for the Pacific gander. The iron mills of the Alleghanies and the spindles of the Berkshire hills are accorded protection, but the salmon canneries of the Columbia must meet Canadian competition in the marls of the east. Not only that, but our generous government has paid 5,500,000 for the privilege of being allowed to sell Canadians fish, while the Canadians' are themes who do the selling. Since the comple tion of the Northern Pacific railroad a promising trade with the east can be built up, but there stand that "reciprocity" treaty by which New Brunswick and adjacent coasts can put salmon in Now York in direct competition with the Columbia river, aud of course at cheaper rates to the detriment of our leading in dustry. Were this article an argument in favor of the policy of protection that last statemont would "givo it away;1' for the first cold, calculating princi ple of "business" is to buy as cheaply as possible. But our idea is simply lo insist that if Uncle Sam ia going to take care of his children in the way that the protectionists think he should and keep out foreigners from hurting our manufactures, we out hero on the sundown slope want to be conntod in. In 1S71 a treaty between the Unit ed states and Great Britain admitted British fish to the United Slates free of duty for fourteen years. Six years afterward our government paid En gland S5,500,000. All that the United States got was the privilege of fishing on Canadian coasts inside of what is known as the three milo limit A inau named Babsou, appointed for the purpose by a fish commission at Gloucester, Mass., reports that dur ing the thirteen years that the treaty has been in operation, Americans, under the privilege for which their government paid 5,500,000, have caught $750,000 worth of fish. This "reciprocity" business seems to be as one-sided on the Atlantic coast re garding fish as it is on the Pacific coast regarding sugar. Indeed, it ii said that tho English government recognizes so clearly the advantage that it has under the present treaty that it is desirous of continuing ex isting arrangements and waive any. question of further cash payments on the part of the United States. The point that The Astokiax wishes to make is this: That treaty is in di rect opposition to tho interests of the salmon packers of tho Columbia river; it comes to an end by limita tion on the 1st of next July; there is n movement on foot to insure its con tinuance by an extension of time: ef fort on our part will result in the de feat of that movement, the lapse of the treaty, and the treaty out of tho way, salmon packers who send fresh, salt or canned salmon to the east will not bo vexed by competition of inferi or brands from the Dominion of Can ada. Onr canned salmon is now pro tected, but if it is such a good thing as eastern folks think we want fur ther protection for 'salt and fresh salmon sent- to eastern markets, thus embracing all products. We have as good right to protection as our eastern brethren, and if it is to bo tho order of tho day and there is any benefit from it we want to share in it. There is just a3 much human nature to the square foot in a Colum bia river salmon cannery as there is in n Pennsylvania iron mill. TIIE PRESIDENTIAL VOTE. At the November presidential, elec tion 10,0i2,0 01 votes were cast Ore gon cast d per cent of the qnalified voters or mo state: xne total increase in the vote of 18S1 over 18S0 is 951,815. Six states showed a decrease aggregating 119,791. Two-thirds of this decrease, or iv,666 votes, appear to have oc curred in South Carolina, which is simply incredible, except on the the ory that in that state, in 18S0, the to tal vote which was given at 170,956, was incorrectly returned. Possibly, in South Carolina, people took no interest in the late election. In Georgia there was a,decrease of 13, 172 from 18S0. Three New England states Maine, New Hamshire, Ver mont show a loss from 1880, which may be due to a decline in popula tion. That is certainly the cause of the falling off in Nevada. Tho north gave Cleveland 3,120,000 votes, which gave him the electoral votes of four states; the south gave him 1,710,232 votes, which gave him tho vote of sixteen states. It thus ap pears that the vote of a southern cit izen is greater in weight than tho vote of two northern citizens. While the average vote for each northern congressman is 34,524, the average vote for each southern congressman is only 17,793. In Georgia and South Carolina the vote is much less even than this, being only 14,248 in the former and 13,089 in the latter state. It i3 probably impossible to correct the inequality; but it is a little re markable that it should take nearly three citizens of New Tork or Oregon to counterbalance one citizen of Georgia or South Carolina. Advices from Melbourne state that popular opinion in Australia continues greatly agitated, in view of tho recent German annexation of New Guinea and the ad jacent islands. Mass meetings to protest against for eign annexation in the Pacific are every day occurrences. Shire and borough councils likewise take occa sion to record their protest, and tho press of the country, without a dis senting voice, is engaged day after day in vigorous and emphatic denun ciation of all foreign attempts to gain a foothold in Australia. It is certain that Australia is thoroughly aroused against the present policy of the British colonial office. Tiie crown prince of Sweden, the Stockholm papers say, is.soon to he made viceroy of Norway. The young man will have a trying, and it is to be hoped profitable, initiatory experi ence as a ruler. The old Norse spirit is fully aroused. The bitter struggle for constitutional liberty, which has been waged in Norway for a dozen years, has resulted in the utter rout of the blindly stubborn king Thcrj is a lull now; but it will be well for King Oscar's son if he seek to un derstand the temper of'the Norwe gian people. DcitiXG the present year 859 post masters appealed to tho postmaster general for relief. Their claims were for losses incurred from fire, flood, burglary, cyclone and other causes. This ought to be a fitting time to in vito attention to the heavy percentage of risk which goes with the post of fices. The record shows that 2SS of these claims were rejected utterly. Allowances ranging from $4,315.13 down to forty-five cents were made on the others. NEW TO-DAY. Notice of Application.
