The law requires that Iwo certified copies of the electoral vote of each state shall be forwarded to the presi dput of the senate, one by mail and the other by a messenger, who must come to Washington and deliver it in person before the first Wednesday of the succeeding January. This is to guard against the possibility of acci dent by which one might fail to reach its destination. The law allows no compensation to these messengers for their time, but pays each of them twenty-five cents per mile for the dis tance, according to the usual mail route from the capital of his state, the meeting-place of the electors, to Washington. The mileage was fixed many years ago, in the days of the stage-coach, and has never been changed. Messengers coming irom the remote states receive a very com fortable amount. Probably most of them travel on passes, but if they have to pay their fare there will still be enough left to buy a very good show of Christmas presents. Or if they choose to stay a couple of months and witness the dedication of the Washington monument and the in auguration of the new president, they can board at a first-class hotel all the time, patronize cabs and the op era, and still have a full purso to go Lome on. To bring the -101 electoral votes to Washington costs an average of 21.12 apiece. Blaine and Logan carried the most remote stales, and the cost of bringing their 183 elec toral voles was $5,299.75, an average of S2S.91, while the 218 votes for Cleveland and Hendricks cost but $3,lGS.75,or 1153 each, a small frac tion more than half.
