THE COMING LEGISLATURE.
Next Monday the state legislature
meets. It appears to liave considera
ble work blocked out for it 01 course
there "won't bo much done the first
week beyond getting ready to choose
Senator Slater's successor. "Who ho
will be is an open question. "Wil
liams, Hirsch, George, Hill and Hare
are the candidates, with their chances
about in the order that their names ap
pear. Either of the last two would
work for this section of the state.
Those who claim to know say that
Geo. H. "Williams will be the choice.
The measures for proposed legisla
tion, are plenty. The repeal or
change of the present ridiculous
mortgage tax lawj the enactment of a
registry law; the regulating the mat
ter of state taxation, and the enact
ment of sundry relief bills are the
most important.
There is one -matter not generally
discussed, that is, in our opinion,
very important the assignment law.
At present, tho debtor appoints the
assignee. This should be changed.
The court is the proper source from
which tho assigneo should come.
There is a fashion of embarrassed
business men confessing judgment
and after securing favored creditors,
letting outside creditors -in in the
subsequent scramble for a part of
the indebtedness. This is dishon
est and should bo suppressed. In
Ohio, Illinois and other states, if a
creditor gets judgment, all tho other
creditors of tho state share in tho
matter proportionally. That is a go.id
model for a change in tho present law,
which admits of fraud.
Another needed bit of legislation is
that which would provide for uniform
taxation. The way it is now tho
several couuty governments make
provision for the stale tax. Each
county tries to see how low it can get
its tax, fearing that it will pay moro
than its "share" of the state expenses.
The result is that a county liko Clat
sop pays iu proportion three times
the taxes that Multnomah or Marion
pay.
The remedy lies in the appointment
of a state board of equalization.
There is a belter way, but as the con
stitution now reads, a state equaliza
tion board seems tho only way out
of tho muddle. Some legislator with
brains enough to see what is wanted
and get up enough to get his measures
through can do a good deal for tho
state this winter. "Who shall it be?
The editor of the Port Townsend
Daily Argus thinks that Port
Townsend would do belter to sup
port one vigorous newspaper than
to starve two to death. He also
makes bold io say tEat if tho people
of Port Townsend would give his
paper the money they send to Port
land for papers with dispatches in
them, that ho would bo able to get
out a first-class paper with dis
patches aud publisn a -newspaper
that would be a credit to tho place.
"When tho Port Townsend editor is
longer at the business, ho will drop
on this littlo fact that it is always
easier for men to pity a failure than
to admire a success, and that in gen
eral, people don't believe in allowing
anyone to bo too successful. It re
flects by contrast too forcibly.
Fob evory dollar of American goods
exported to tho Sandwich Islands,
says the Orogonian, we have remit
ted S1.1S in duties on Hawaiian sugar
and rice. Estimating our profit on
the goods exported at 10 per cent and
wo . have given away 118 cents for
every 10 cents received, and this one
sided, jug-handle stylo of a bargain
is termed "reciprocity." To bo sure
tho.few foreign planters in the Sand
wich Islands and tho Spreckels mono
poly sugar ring are well suited, and
if this Cuban-American treaty is con
summated we shall have tho most
stupendous profits that the world has
ever seen for the few persons inter
ested. The Wall Street JYews says: "Wo
understand that in spite of all that
has been written tho $10,000,000 loan
of the Oregon aud Transcontinental
company has not been taken by stock
holders asjreported. From the best
information attainable wo believe that
about $5,000,000 has been subscribed
by the stockholders.
