Every postmaster dreams that a htin- grv Democrat-is swinging an axwuere- vrith to chop off his official heaJ and throw it m a basket. And as there are 50,017 postmasters in this country with about 17,000 clerks, the dismay is prettv general and widespread. The offices are not .ill worth keeping. Thoro arc only 2,-iOO postmasters who receive over SI ,009 a year and many thousand would probably care noth ing if they were relieved of their office. 33ut men halo to be turned out even of petty offices, The trou ble with the postal service is thai Ioslmastcrs arc appointed for a fixed term of four years. At Hie expira tion or this term then there is a va cancy in the office; the incumbent must be reappointed and give new b mils, or a new man must be ap pointed in his place. Hence, what ever a new president may desire, for the sake of peace and quietness he cannot help making a certain number of appointments, and to lill those members of congress will hardly let him appoint political opponents. So with the postmaster general. Of tho 50,017 postmasters 4,001 are appointed by the postmaster general and only 3,323 by the president. The new post master general will have a hard time with congressmen if he makes many reappointments. As a general rule the postmaster is the political boss in his district. This is of course not tho rule in groat cities, where bosses sometimes spring up from whisky saloons. But in count ry towns the postmaster is rec ognized as the official representative of the party in power. Ho is usually a well-informed man; he reads more papers than the grocer or the dry goods dealer; he knows everybody. As an official servant of the United States, his pride compels him to as sume a representative position. He is consulted m regard to political meetings, party organization and so forth. When money is wanted for party purposes he is expected to head the subscription list, lie is not in so direct a line for political promotion as the district attorney, but he repre sents tho United States, which is more than the prosecutor of thieves can say. It might be a good idea, aud it would please tho civil servico reform ers to ghe to women a larger share of the postoffices than they now en joy. Women make famous post mistresses and they are not expected to have any politics.
