A PROPERTY QUALIFICATION.
It appearing to be the general wish
of citiscns stud taxpayers that the city
charior be amended, two duly ap
pointed committees have made sug
gestions relative thereto, a report of
which is found elsewhere. The ma
jority of the recommendations arc
moderate, and while none of them
require special advocacy, it may not
be out of place to Tefer to the most
radical of the lot that referring to
a (proparty qualiGcalion for voters.
This is the most important in its ef
fect as it is most radical in its de
parture from existing forms. It is
also thought by many to solve to a
greater extent than any one of the
others the ills now complained of.
It will be noticed that while all the
other recommendations refer to
measures and forms, this one refers
toancn and their mode of selection.
The chief argument in favor of the
recommendation under discussion is
based on the plea of self-preserva
tion, lis advocates hold that it a
man have a stake in the community;
if he own property and his own indi
vidual interests are going to bo af
fected by his vote that he will be
more careful in the exercise of the
elective franchise than if it were not
to him a matter of financial concern.
11 .is also argued farther that those
who do not pay taxes should not be
allowod to, as somolimos happens,
dictate and override in the matter of
civic government
On the other hand it by no means
follows that because a man doesn't
own property he couldn't vote intel
ligently and for the best interests or
the city. The mere circumstance of
owning a bit of pioperly may be ac
cident::!, and in this connection it
would appear unfair to make the pos
session of property the test. A smart
man without property wouldn't relish
being disfranchised and fetaud idly
by, a political eunuch, while his
neighbor more favored by fortune
than by nature walks by him to vote.
But the strongest argument for the
measure is thai it is no experiment;
it has been tried elsewhere and has
beenJouud to work well, and to ac
complish a fair percentage of the
good that wa hoped for at tho time
of its incorporation into the city's
law. It will go far toward purifying
tho ballot and if adopted and ratified
by the legislature will put to an end
that arc at presont, possibilities pow
erful to the city's loss. It would bo
batter than a registry law and would
work mo" actual hardship on auy citi
zen. It is said that financial matters are
so badly mixed and money is so scarce
