The premier of Victoria has written to the governor of the colony express ing surprise and grief at the lack of sympathy with the colonial aspira tion displayed by home government Faots cited by the president in favor of the Nicaragua canal show that sailing vessels from New York to San Francisco will save twenty-five days' time, to Hong Kong twenty seven days, to Shanghai thirty-four days, to Callao fifty-two days, and be tween New York and San Francisco the saving will be ten days less than by the Panama routo. Sekatob Edmunds says all the states except Oregon and Iowa, have sent in their electoral returns by mail, but the returns by messenger nre yet to come from California, Flor ida, Iowa, Oregon, Kansas, Nebraska, Nevada, South Carolina, Texas, Wis consin. The law requires there shall be three sets of votes, one deposited with the district judge, one sent to the president of the senate by mail and one duplicate by messenger. Edwabd Everett, the gifted ora tor, never spoke more truthfully than when uttering the following werds: "To read the English language well, to write with dispatch a neat, legible hand and be master of the first four rules of arithmetic, so as to dispose of, at once with accuracy, every ques tion of figures which comes up in practice I call this a good educa tion. And if you add the ability to write grammatical English, I regard it as an excellent education. These are the tools. You can do much with them, but you are helpless without them. They are the foundation, and unless you begin with these all your flashy attainments, a little geology and all the other ologies and osophies are ostentatious rubbish.'' On Tuesday last the U. S. senate passed the bill providing for the ad mission of the southern portion of the territory of Dakota gs a state, on a strict party vote of 34 to 28 against, theaegative voters being Democrats. Senator Piatt gave "notice the same day that he should introduce a bill for the admission of the state of kTacoma,"by which it is supposed he aeant the territory of Washing ion. Nearly the. entire mass of the people of the territory, says the Van couver 'Independent, will agree that if the name of the honored Washing ton is not better for our state to go by than that old clam eating siwash who turned up his .toes at the site of the city of prospects, then we had better remain in a state of vassalage until senators acquire better sense and reason.
