The bill recently introduced by
Senator Dolpb, with a view to cheap
ening the cost of gold-bearing lands,
is one of the measures needed to pre
vent the entire coast from falling un
der the burden of a vast coal monop
oly, having its head bffloe in San
Francisco. This syndicate is armed
with so much wealth that no ordinary
firm of average coal miners, or no or
dinary company of average wealth,
could hope to compete with tbem.
In the meantime the price of coal is
steadily ond slowly advancing in
price as the forests aro being cleared
away by the gradual settlement of
tho country and wobd becomes
scarcer as an article of fueL The
law es originally framed charged S20
per acre for all coal-beanifg lands
within fifteen miles of any operating
railroad und $10 per acre for all coal
lands outside of that distance. Mr.
Dolpb. maintains tho some distinction
between the locations and reduces the
cost fifty per cent in each class.
This legislation will inure directly
to tho benefit of pr ctical miners and
prospectors, for this reasen: The

property can be sold on the sf rength
of its surface prospect or its "out
croDnincs." as the pioneer element

he must purchase the land before be

nearer within the reach of this hardy

has proposed this amendment to sec
tion 5&i7 of the revised statutes, as
the easiest way" of developing ooal
measures that "are believed to exist in
the counties of Benton, Clatsop and
Tillamook in Oregon, as well as in
the counties of Pacific and ChehalL?
in Washington territory.
Unless something of this sort is
done, the Central Pacific coal ring,
headed by Charles Urocker, will soon
acquire either partial control or abso
lute ownership -fc-all-the working
coal properties on the coast len
ears ago, Bicbard D. Chandler of
San Franciso, was estimated to be
worth about $200,000, and was doing
a safe and conservative traffic m c al
with the aid of ene small steamer.
His earnings from these sources he
put into some coal property in Nanai-
mo whioh he subsequently sola to
Crocker and the railroad syndicate,
re-mvesting the proceeds in coal
properties in the Puyalluy valley.
These he in turn sold to the railroad
nabobs at large prices, and to-day
Chandler is among the millionaires of
the Bay City. But we merely men
tion these facts to show that the Cen
tr .1 Pacific folks do not hesitate to
pay the largest prices for coal proper
ties, in order to control tho entire
coal trade of the coast At present
they are engaged in it chiefly to in
sure cheap fuel for their locomotives,
but as tbe traffic grows they will ulu-
piately have an immense coal ring of
their own. and control the price of

It is with this view of oheokmating
this stringent hardship upon the pro
ducing classes that Senator Dolpb
seeks to amend this law by affording
prospectors and mining adventurers
cheaper facilities for exploring the
coast ranges of Oregon and Washing
ton territory in search of the "black
diamond." Should valuable coal
measures become developed through
this agency, in the mountains of
Qlatsqp, Tftlamqok and Benton conn
ties' we should pooa see not only a
railroad from Corvallia to Yamuna
bay. but also a road from Forest Gro7e
down the Nehalem to the sea and
around the beach to Astoria. Port
land is now getting a very high order
of lignite from lacoma for $7.59 per
ton at retail, but with au equally good
mine in the Nehalem valley she
should be able to buy all she wants at
$6. At present the price of "miqera
lands is prohibitory, antf prevents
qpy'mau of mo'derate means from go
ing out to prospect ooal lands, and
the man who ia rich already has not.
