'Air. McCnllougli has simply illus
trated the inability of a man trained
in the narrow groove of the banking
business, to escape from the result of
that training an ever present itch
for contraction, and the belief that
u. contraction is tob3 found the cure
for all financial ills. He ures the
stoppage of silver certificates, not
withstanding the fact of 'which he
ought not to be ignorant, that between
the 30th of September. 1883. and the
89th of September, 1331, silver cer
tificates were issued to the extent of
318,283,000 in exchange for gold paid
in to sub-Treasurer Acton, here in
New York; the which certific ites
were issued to those who paid gold
for them to move cotton and wheat
from the south and west to exterior
markets, and which 311m by a rather
odd coincidence, almost ex ictly cor
responds witji the contraction of the
National B ink currency for the same
twelve months."
"Mr. McCnllough also overlooks
the somewhat material fact that of
the S121,131,921 in silver certificates
issued up to the 1st of September,
1884. not less thau $35,233.5 )3 or 52
per cent of the amount had been is
sued not in exchange for standard
dollars, but for gold turned m here

der circumstances of necessities de
scribed by Treasurer Gilfillan in these

-volume of the United States notes is
-limited by law, while the national
banks do not find it a sufficient profit
in issuing circulation to induce tl eii
to supply the demand for additional
circulation, caused by the increase of
uusiness. The issue of silver certifi
cates by meeting this demand, has
averted what might have proved lo be
a serious public inconvenience.' "
