Stream, keeper of life-saving station at Shoal water bay, Washington ter ritory to accept a medal awarded him by the .British government; to accept and ratify an agreement between the secretary of the interior and Uuief Moses and other Indians of the Uo lumbia and Coleviile reservation, and to make the necessary appropria tion for carrying tne same into effect; to forfeit certain public lands granted to tne Oregon Central Jttauroad Com pany in the state of Oregon and the territory of Washington; to grant the right of way over the public lands to the liost Lake and Mount Hood Im provement company; for the relief of citizens of Oregon and Washing ton who served in connection with the United states troops in tne war with the Nez Perce Indians, -and for the relie of the heirs of such as were killed in such service. To incor porate the Spokane Fulls and Ccenr d Alene railway company. To pro vide for and aid in the construction and to regulate the operatic n of a ship canal between Lakes Union and Washington and Puget sound. Re quiring the governors of certain ter ritories to be residents of said terri tories at least two years preceding ap pointments. To forfeit the unearned lands granted to the Northern Pacific railroad company. To declare forfeit ure of certain lands granted to aid in the construction of a railroad in Ore gon. For the erection of a public building at Port Townsend. To au thorize the secretary of the treasury to examine and report to congress the amount of all claims of the state of Oregon for money expended and in debtedness assumed in repelling in vasion and suppressing Indian hos tilities. To provide for additional members of the legislature of the sev eral territories, and an increase of pay to the officers and members there of. To authorize the Oregon Pacific railroad company to construct one or more bridges across the Willamette river. Providing for allotment of lands in severalty to the Indians re siding upon the Umatilla reservation J Making the cities of Tacoma and Se attle, in the Puget so .nd customs district, ports of delivery. To declare forfeited certain lands granted to aid i i the construction of a railroad from Portland to the Central Pacific rail road in California. Senator Dolph has iutroducsd in the sen ate a bill 'to -prevent the ob struction of navigable waters and to protect public works against tresspass and injury. It provides that it shall not be lawful to cast or throw auy ballast, stone, gravel or other materi al into any port, harbor, or navigable river, for the improvement of which congress has made or shall make ap propriations. It also prohibits the building of any bridge, or other ob struction to navigation,' not hereto fore authorized by law, in such man ner as shall impair or obstruct navi cation. A penally of S250 is nrc- vided against-those who may violate the provisions of the act which is in tended to preserve the navigable wa ters of the country from obstructions of all kinds. The commissioners appointed to inspect the Northern Pacific railroad who left this city Tuesday are snowed in at the Cascades, thirty-five miles distant, waiting for tho regular train to work through.
