The treaty jnst concluded between the United Stales and the repnblic of Nicaragua at Washington. iecite.1 in its preamble that the hih con tracting parties, to maiutaia and improve the good understanding and friendly relations "which novr happily exist between them, to promote tho commerce of their citizens and make arrangements with respect to a ship canal between the Atlantic and Pacific oceans by the river San Juan, Lake Nicaragua and thence to the PaciGc ocean to the harbor of Brito, have named as their respective plenipo tentiaries, Frederick Frelingbuyser, secretary of state of the United States, and General Joaquin Zavala, special envoy of the republic of Nic aragua. The United Slates undertakes the construction in accordance with sur veys and plans already partially made under and by direction of A. G. Menocal, civil engineer of the United States navy, to be immedi ately completed and perfected with all possible dispatch, a ship canal suitable for all the demands and re quirements of commerce, fo begin at the port of San Juan de Nicaragua, or Greytown, and to intersect the San Juan river above tho E:o Grande, and thence by the Biver San Juan to Like N oaragua and across that lake to the mouth of the river Tol Aleiio, and thence to the Paeilio ocean at tho harbor of Brito. In consideration of this undertak ing on tho part of tho United States the republic of Nicaragua is to cede, grant an 1 convey to the United States of Americ i the right of way through hor territory, along and across the water highways thereof, and in addi tion thereto in perpetuity a strip of laad three mile3 wide on each side of said canal, together with the ports and harbors of San Juan do Nicara gua, or Greytown, and Brito, respect ively on the Atlantic and Paoific coasts. Tho absolnte ownership, control and management of tho canal is to be exercised b the United States, but Nicaragua is to have one-half of tho tolls levied and collected on the com merce of the canal. Tho lands granted to the United States become it3 property .an J part of its domain. Nicaragua, however, retains certain rights of police regulation, to pre vent, if necessary, smuggling or ille gal importatiojs into her own terri tory. The greater part of the treaty re lates to the defining of the boundaries of the land granted to the United States and provisions relative to po lice regulations thereof, jhe tolls are to be regul ted by the United States and collected by its officers at the ports of entrance. The govern ment of Nicaragua is, however, to have the power of keeping a permanent commission of agents with a right to inspect the respective operations, to nscei tain the tonnage of vessels, to exa nine accounts and report thereon, but not to interfere in the supervision of our government's management, di rection and administration of tho canal. With the right of domain, the United States, of course, has power to make whatever provisions she may deem necessary fcr the protection and defense of the cauaL Therefore she can build forts and make what ever provision for defense the exigen cies may demand, but she undertakes not to employ or use any of these for her armed forces against tho Central American states friendly to Nicara gua, save, of course, for tho protec tion of her own property. There shall be no discrimination against Nicara gua in canal tolls. The only benefit which Nicaragua obtains in return for these valuable concessions to the United States is the development of her natural re sources and her share of the canal tolls. These ndvanago3 will un doubtedly be considerable. There is also to be reciprocity in trade be tween tho two countries, and in all respects the commerce of tho two nations is to be on an eqnal footing. Nioaragua is at ail times to assist in maintaining the security of the canal, and engages to tho utmost of "her ability to protect the same. m The regulations relating to tho boundaries of Casta Rica, whero the lauds granted by Nicaragua to the United States touch tho torritory of the former state, will have to be made , .in a treaty with tho government of that country. Treaties have been con " eluded between the United Stales , and Guatemala, Costa Rica and the United States of Colombia, and some - provisions in tho convention with ' Cojta Eica may relate -to these boundaries. Lieutekaxt Schwatka is lecturing on Alaska to large audiences. Tho Yukon river, he said, was so long that if its source were at -Salt Lake, its waters might empty iuto New York bay, and its mouth is so wide that New York would be on one side and Philadelphia on the other. 'Alaska," he said, "has a great future before her. In the southern part is timber enough to build great commercial cities, and the Aleutian islands can furnish beet for a score of San Fran ciscos.' Fr.oii surveys of the Gulf of Mex ico it appears that its area is 593,000 square milej, and that the area of surface included within the one htm dred fathom lino is 387,000 square miles rather more than one-third of the surface having a depth of less than one hundred fathoms. The greatest recorded depth in the gulf is 2.119 fathoms, tlie mean depth being 853 fathoms. Fix e salmon have been found in the land-locked lake of Kootenay.
