A., in Lib auunal report, jopt published, baa the folloviiuff to s:y concerning the month of the Culnn -bio river, its defenses, appropriations, improvements, etc.: "The defenses consist of Fort Stevens, an inclosed earth -vrork'nt Point Adams, Oregon, on tho sonth Bide, and the earthen batteries at Fort Oanby, Cape Disappointment, Washington territory, on the north side. Tho trorks command the chan nels at the entrance, tho ship chan T8 s leading to Astoria, and lha an chorage in Baker's bay, under the lee of the cape on the north. The chan nels to the river have nalur 1 depth of 19 to 21 feet at low rater, and n mean rise above this plane at high tide of 7J feet. These defenses are" field works in character. They were built hastily during the late civil war in anticipation of complications with foreign powers. On account of ii -oreased penetration of present ord nance, and the decay of the -greater part o.f the wooden platforms and magizine titabsr, the works a'O if little value in their present conditit n eiceptfor drill purposes. At Fort SteTens during August and Septem ber 1883, the marsh sod revetment of the interior 3lope was repaired, four shot platforms and five gun platforms were oonstruc'ted in place of decayed ones. In June, 1831, the magazine was wholly rebuilt except replacing part of tho earth covering. At Fort Cmby the service mngazino and three gun platforms at the center battery were rebuilt, placing this battery in good condition throughout; minor repairs were made to tho right bat tery magazine and limber received for rebuilding the magazine at the left battery. !Many of the platforms of the batteries are in an unservice able condition. The plan of tho improvement of the bar, as required by the act of July 5 1831, is the construction of a low tide jetty, about four and one-half miles long, from near Fort Stevens, on the south cipe, to a point about three miles south of Capo Disappointment The natural channel is shifting, some times good and sometimes poor, but always unreliable. Of late years tho ohannel has carried about nineteen feet at low water, and for an insuffi cient width. Twenty-six feet are re quired on the bar in u wide and direct j .caann 1, and thirty feet are desirab'e on account of tho heavy seas of the locality, for the deep vessels needed by the Columbia river trade. Preceding appropriations have been made for surveys, expenses of a board of engineers, and minor temporary improveraeat. The amount expended therefor is $17,000. It is exacted that the present appropriation will permit the construction of elevated tramways from the Fort Stevens land ing, along high water to the point from which the jetty is projected into the breakers; the purchase of plant, including a fleet of sea-going dump scows; required wharf extension; con struction of needed buildings; exten sive brush work at the base of Clat sop spit; and g-nerally i reparations for work on the jetty proper. The appropriation asked for, SjDO, 000, is for building about one and three-quarter miles on the structure, "which it is believed will check a pres ent shifting tendency of the d annel southward, increase tho cha-nel depth, and give prompt relief to a large and increasing shipping. The amount available for work for tho fiscal year ending Juue 30, 1885, is . SIUO.WU. Amount estimated for completion of txibtiug project, $3,710, 000. Amount that can be nrofitablv expended in fiscal year ending June 30, 18S5, $500,003. A self-registering gnage was operated at Astoria during July, August and September, 1833, and record of pilots made to test the value of the guage record in measuring the bar condi tion. From a study of the observa tions, in connection with others on ihf adjoining coast, it is reported that a definite relation exists between the tide guage curve and the move-.mentfr-of the sea volume other than tidal movement, and that this rela tion furnishes an indication of the state of the bar with regard to its roughness. Tho appropriation asked for, 85000, is for tho ordinary Astoria guage ser vice, ior giving in formation about the bar to pilots, masters and fisbermon . calling for it, to establish water aages at points above Astoria on the Columbia and prinoipal tributaries, and to guage the river's outflow. The number of sheep in the United utiles is 51,000.000. That is about a sheep apiece for us, but we were obliged to import during the past year over 78,000,000 pounds of wool in order to supply ihe demand for home use and what little of manufactured stufis we are able to sell to outsiders. The corrected official figures from all the states give Cleveland a popu lar plurality of 66,240, after crediting the Butler vote of Michigan and Iowa fabout 75,000) to the Democrats, and the Butler vote of Missonri and West Virginia (about 45,003; to the Repub licans.
