Tha Amorioaa Tin-plata Association,
of which John Jarrott in the general
agent, haa discovered a dTroot evasion of
the sections of the tariff law regulating
the duty on tin plate. Last summer tho
appraiser's department of tho Philadel
phia custom house discovered that large
tin shoets were being "entered as tin
plates. The chief examiner ruled that
they wero tinned 6heets "and should be
entered at the rate of section 151 of the
tariff index "new,' which provides the
rates for plates and Rb&t-iron. This
rate on sheets not thinner than No. 20
wire gunge is 1.1 cents per pound; thin
ner than No. 20 find not thinner than No
23, 12 cents per pound; thinner than No.
25 and not thinner, than No, 29, 1.5 cents
per pound. It is proTidedrthat on all
such iron and steel sheets or plates, when
galvanised or coated witlrzinc or Bpelter
or other metals or any alio? of these
metals, the duty shall be-of a cent per
pound additional. This ruling was af
firmed by the treasury department on
July 14th last, and also at a subsequent
date. Since that time these tinned
sheets have not been imported through
the custom house of Philadelphia, but
have been comipg in steadily through
the custom houses of New York and Bos
ton as tin plates. Mr. Jerrett claims
that tinned sheets are an essentially
different article from tin plate3. Tinned
sheets, he says, are rolled out
on what is known as sheet milt
while tin plates, terne' plate and
taggers iron are. roiled out on what in
known as a tin inihV hence they are dif
ferent even in the prooess of manufac
ture. Tinned sheets are generally
handled in tho trade in precisely the same
manner as galvanized sheets, calamined
sheets and sheet-iron. That is, it ib
bought and sold by the pound, and ac
cording to gauge. Tin-plates and terne
plates are bought and sold by the box,
ranging in sizes from 14x10 to 23x3) and
24x31 inches. Plates, when boxed, are
known bv their brand-marks, such at
-IC." "IX," -IXX," eto. These brand
marks are intended to designate thi
weight of the plates in tbe box. Thus, a
box marked "IC," 14x1a!, and containing
112 sheets, would weigu 103 pounds. A
box marked "iX, 14x20," and containing
112 sheets wouid weigh 136 pounds, or 23
pounds more than IC. ich udditiona

piates is at so muou per dox. it hj cost
$5 IX would then cost $6.50, and each ad
ditional "X" $1.50. Tin plates were run
in longer sizes than 'Ax'li, while thest
tinned sheets are from o0x60 to 40x112
inches, or precisely the s ime size as gal
vanized and all other sheet-iron. The
weights given are contained in a ful
statement of the caso which Mr. Jarrett
is preparing for transmission to the treas
ury department..' He says 'that on even
pound of tinned sheets admitted as tin
plates tbe government lost from four
fifths of a cent to IK cents, according t
the quality of the article imported. The
aggregate loss on- this account Mr. Jar
rett declines to estimate, put says it u
already equal to thousands of dollars pei
annum, and was .growing at an alarming
rate. Lhe tinned sheets are used in th.
manufacture of milk cans, "and have al
most entirely taken tha placo of sheet
iron in the manufacture of gas-meters
and similar articles. Importers have
been very quick to grasp the idea, and
the shipments eich week are larger than
those of the week previous. Mr. Jarrett
has called the attention of th appraisers
at New York and Boston to. the decision
in the Philadelphia case, but no copy of
the ruling of the department has been
received by them, and they 'consequents
know nothing about it. Mr. Jarrett'o
statement, now in course of preparation.

the secretary of the treasury so clearly
that the officers of all ports of entry will ;
be instructed to stop the fraud.

This city has hardly begun to fol the
good effects of extended r&ilrcad com
munication, but every day the benefits
conferred by them are being more and
more appreciated. Yesterday the Pacific
Express Company shipped two boxes of
fresh salmon, 130 pounds to the box. to
NewOrlesns, the same will arrive there
in five days. The paople of the Orescent
city will doubtless appreciate, like the
rest of tbe world, the flavor of Colum
bia river salmon. Another shipment of
two large boxes of salmon was made to
London, England, by the Pacific Ex
press, via tho Short Line. The fish are
consigned to Groves & Co., wholesale
fish mongers, and willl go to their des
tination across tbe tlantic in fifteen
davs from tho time they left here. The
freight charges on this shipment will be
but eighteen cents per pound, which is
very cheap considering tho distance car
